- Notice of Intent to Noncompetitively acquire a multi-range current transformer. This notice is not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334515 � Analytical Laboratory Instrument Manufacturing, with a small business size standard 750 employees. The National Institute of Standards and Technology (NIST) provides a calibration service for power and energy meters to provide traceability for the over $400 billion annual sales of electricity in the US. Presently this calibration service requires manual changes of current transformer taps and a different current transformer above 50 amperes. In an effort to automate the measurements an automated current transformer that has ranges from 0.125 to 200 amperes is required. The Applied Electrical Metrology group at NIST has a requirement for one automated mulit-range current transformer with the following specifications: 1. Current Ranges:� 0.125, 0.25, 0.5, 2.5, 5, 10, 50, 100, 200 2.�Output Voltage 1 V @ full scale input current 3. Remote control via USB interface for full automation of measurements 4.�Connecting and interface cables 5. Software drivers 6.�Calibration report 7.�Maximum ratio error at 50 Hz:� 5 micro-volt per volt 8.�Maximum quadrature error at 50 Hz:� 10 micro-radians 9.�Frequency range:� 15 Hz to 10 kHz NIST conducted market research in May 2023 to determine what sources could meet NIST�s minimum requirement to include searches on GSA, surveying vendors through web searches and email exchanges, and surveying existing NIST instruments. Several companies were identified that provided current transformers, but none offered any that could meet our error requirements except for the National Measurement Institute, which is a part of the Australia�s Department of Industry Innovation and Science. The results of market research revealed that only they appear to be capable of meeting NIST�s requirements through their precision multi-range current transformer MCT-1. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier (UEI) number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
