Description
The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD), of the National Institute of Standards and Technology (NIST), on behalf of the NIST/Material Measurement Laboratory, intends to negotiate on a sole source basis with JEOL, USA, Inc. of Peabody, MA, for a JEOL JMS-T100-LP-DART-4G system, including delivery, installation, training and warranty. NIST requires a �a time-of-flight mass spectrometer, direct analysis in real time source, and the necessary computer system and software to run the system.� The STCAG currently has two JEOL DART-MS systems, however, one is nearing end of life. To ensure the STCAG is able to continue delivering on it�s research mission, a replacement system is required. The system must be directly compatible with current government owned technologies and databases that are designed to work with a JEOL JMS-T100-LP-DART-4G mass spectrometer. Since the first JEOL DART-MS system was procured in 2013, the Surface and Trace Chemical Analysis Group (STCAG) of NIST has become a critical resource for many forensics and homeland security laboratories, who currently utilize the DART-MS platform for analysis. A vital part of the STCAG mission is to aid federal and local agencies by helping them maximize the use of their DART-MS systems, including method development, database development, research, and standards development. Currently agencies both local and federal, are using the JEOL DART-MS system. Federal agencies include the Federal Bureau of Invesitgations, United States Secret Service, DoD Defense Forensic Science Center, and the Department of Homeland Security. The STCAG also produces standard test materials (TMs) for agencies to evaluate the state of their instrumentation. Before a TM can be sent to another agency, it is developed and validated using NIST�s existing JEOL DART-MS system, to ensure operability for the end users as well as to provide a benchmark for comparison. Brand Name Justification is based upon the following: Only the JEOL JMS-T100-LP-DART-4G system will meet the Government�s minimum need. This is the only system that is a direct replacement for NIST�s existing DART system and can 100% guarantee compatibility with the custom interface and the NIST developed data libraries, that have been developed for the JEOL time-of-flight systems. The JEOL DART system is currently being used by a majority of the agencies the NIST STCAG supports. In order for NIST to ensure its mission requirement of continued support to the wider user community, NIST must acquire a system that is the same as the system its customers are using. Sole Source Justification is based upon the following: The JEOL JMS-T100-LP-DART-4G system is commercial equipment. The system was developed and manufactured by JEOL, USA, Inc. JEOL has proprietary rights to the system and is the sole manufacturer and distributor of the equipment. JEOL has no authorized resellers, therefore, only they can provide the required DART-4G system. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the small business size standard is 1,000 employees. � No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by September 10th, 2023, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
