- NOTICE OF INTENT TO SOLE SOURCE This is a �Notice of Intent to Sole Source� announcement only.� This is not a request for formal proposals or quotes.� Any responses to this announcement will be treated as information only.� No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.� This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract.� No funds have been authorized or appropriated for this effort. The Cybersecurity & Infrastructure Security Agency�s Chief of Contracting Office (CISA/COCO) intends to procure on a sole source basis with O�Reilly Media Inc. for an O�Reilly Library subscription service.� CISA requires annual subscription services to O�Reilly Media, Inc. to receive online learning and training to support the CSA mission.� This subscription service will allow Cyber Security Advisors (CSA)�s direct and continuous access to the entire O�Reilly library. This library includes access to O�Reilly published and copyrighted books from over 200 industry respected authors, live video training, on demand videos on hundreds of technical topics and the ability to access the content from both the CSAs CISA laptop as well as phone apps.� The anticipated period of performance is for a one-year base period and two, one-year option periods. In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency.� The Government anticipates the award of a firm-fixed price purchase order.� A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.� The acquisition will be conducted through the FAR Part 8.4 Ordering through Federal Supply Schedules.� The North American Industry Classification System (NAICS) Code for this requirement is 541519, Other Computer Related Services.�Size standard is $34M. This notice of intent is not a request for competitive quotation.� A Request for Quotation (RFQ) is not available.� Closing date for submitting a capability statement is September 6, 2023 at 10:00 am Eastern Time.� All submissions should be submitted electronically to tammy.shumate@cisa.dhs.gov and patricia.smart@cisa.dhs.gov.
