- REPLACE STEAM & CONDENSATE MAINS OVAL 1 & OUTLYING BUILDINGS TIERED EVALUATION OF OFFERS PROJECT NO. 542-18-104, SOLICITATION NO. 36C24422R0140 AMENDMENT 0004 RFI Questions, Responses, and Clarifications -2nd Round VA Response to Contractor Questions from 2nd site visit on March 30, 2023. New Proposal due date May 19, 2023 by 4:30 PM, email to Elizabeth.Wilson6@va.gov Clarification: Contractor shall use the revised earthwork specification 31 20 11 Earthwork (Short Form). Please see the attached revised specification RFI Round 1 Question 19, VA Response: See VA Response to Question 1 below. RFI Round 1 Question 70, VA Response: Per Scope of Work Section M. Performance Schedule, Part 3 Working Hours: All work under this contract will be performed Monday through Friday (except Federal Holidays), 7:00 AM (EST) 5:30 PM (EST). Off-hours must be approved in advance by the COR. Contractor may be required to work weekends due to weather or service interruptions at no extra cost to the Government. RFI Round 1 Question 94, VA Response: The location and condition of the existing isolation valves for the steam and condensate system cannot be determined at this time. Contractor shall field verify extent of the existing shut-off devices Contractor RFI Questions and VA Responses -2nd Round Will the VA be providing a commissioning agent for the project? Will this be the DOR? VA Response: The Architect of Record will provide commissioning on this project. Please clarify note 11 on sheet 10 of the drawings regarding costs of investigation and/or redesign . Is the statement related to previously improper installed work? VA Response: This note only references new work installed by the contractor of this contract. Please clarify note 14 on sheet. You are requesting the contractor to provide engineering services for design changes to make the provided engineering work? VA Response: If an issue is observed in the field, especially relating to existing conditions, the Contractor is to notify the Architect of Record, submit a sketch of the existing condition, and submit a sketch of a possible solution. The Architect of Record will receive the Contractor s sketch, verify the information, provide engineering as required, and finalize the solution. In the earthwork section number 2, there is a note about underpinning for excavations and underpinning as required . Is any structural underpinning of building or foundations required? If yes, please provide as builts of existing building construction. VA Response: Underpinning of existing foundations is not anticipated except at the corridor (Note 9/Drawing S-102) and Building 16 (Note 1/Drawing S-107). Actual field conditions may require additional underpinning. Existing drawings can be obtained from VA. For tunneling under the existing building, is a laser guided jack and bore an acceptable alternate? VA Response: This is an acceptable means and methods. Is the 10 mil Vapor Barrier required under all structures or just the ones detailed in the drawings? VA Response: A vapor barrier is required under ALL structures including steam trap vaults (Drawing SS412). Drawing MS001 Note 4 mentions Contractor to include in their bid the restoration of rain garden between buildings 7 and 8. Please provide plans and specifications for this work. VA Response: See Amendment 0003 posted 03/21/2023 for plans and specs related to the tree management project. Drawing MS001 note 4.2 states that contractor to hire professional engineer to perform pipe stress test and add flexibility components. Is this for the new piping or retrofitting the existing? VA Response: This work refers to the new steam distribution connecting to the existing distribution from the plant in existing manhole EMH-A. Stress test is to ensure the existing pipe integrity is not jeopardized. Drawing MP101 Note 10 states that the engineering for the two project connections were not designed and will have to be engineered by the contractor. With no real design parameters, it this a budgeted amount to be carried in the contract, not a hard number. VA Response: The contractor shall tie the 2 MRP into the newly installed Flash tank. See the attached drawing for flash tank location in the Building 4 Mechanical Room. The flash tank has been sized to allow or the additional load, so no additional design is required. Contractor to evaluate the routing in the field. See attachment: RFI Attachment - Building 4 Mech Room Reference Drawings No machine excavation within 8 of building foundations per General Note 16 means a lot of vac truck time. Please confirm that this is the VA s intent. VA Response: The intent is to prevent excessive surcharge loading on the existing foundation walls from heavy equipment. The note allows heavy equipment 8 of the building, but the responsibility lies on the Contractor. Locations of the existing pipe? Says steam must remain in service, shutdowns are limited to (8) hours. I don t see the existing on the plans or profiles. I know they are abandon in place, what is the expectation for abandonment? VA Response: Location of the existing piping path is shown on the MS100 series drawings as light grey lines and on the Utility Location Plan. The abandoned services are to be capped weather tight. What size bell holes are required? Specs don t say. VA Response: See spec section 33 63 00 page 421-430. Please advise on the types of permits are required for this contract. - Environmental Permit? - Safety Permits? - Building Permits? - Any other permits required? VA Response: - Environmental Permit? None - Safety Permits? See specifications, drawings and contract documents - Building Permits? None - Any other permits required? See specifications, drawings and contract documents Does Coatesville have a location for permanent disposal of excavation material? VA Response: No Please verify the compaction for areas not in the roadbed or sidewalk. 95% is very high for areas not in a roadbed and it may cause a lot of existing fill to be rejected for hauling in select. This could be very expensive and greatly increase the total project cost. VA Response: 85% minimum compaction in green areas. Areras at, under, around structures and pavements require 95%. Are we allowed to reuse soil excavated or is that to be considered undocumented fill? We are concerned about the cost of hauling excavated soils from the site and hauling in clean fill. This will be a huge expense and significantly increase the cost of the overall project. VA Response: Existing material can be re-used if it meets requirements of S-001, Earthwork, Note 8. Please see revised Earthwork Specification Please clarify the scope of soil removal/abatement and encapsulation with Shotcrete in Buildings EMH3 and Bldg #16 per the below: ii. Cubic foot of soil (EMH3 and Building No.16). iii. Cubic yard of concrete (existing underground pipe trench and concrete soil capping (Building No.16)). VA Response: The encapsulation section starting on Page 10 only pertains to Bldg #10. Refer to note 3 D on drawing MP105 for all work pertaining to Building 16 and EMH3 asbestos abatement. The intent is to only perform remediation in areas effected by demolition and new work at these two locations. Please provide unit costs for each item listed. Please confirm the requirement for a drone to investigate potential steam leaks at the 1-year anniversary. In discussion with industry experts, we believe most of this pipe will be too deep to be able to determine clear steam leaks using this method VA Response: The intent is to provide non-destructive thermal imaging of the site. We recommend getting the depth limit restrictions from the Sub-Contractor performing the work. Can work be performed through the winter shutdown as long as it does not interfere with the current operation of the system? VA Response: Inactive piping work can be installed and prepared for tie-ins being made during summer months. Can a location be provided inside the courtyard for a stockpile area? VA Response: No Will the courtyard be closed for the duration of the work inside the courtyard? VA Response: No For any required dewatering, is there a specific location that CVAMC would like the water pumped to? VA Response: Coordinate with COR (VA). The specifications state that the compaction requirements for the project are 95%. What is the compaction requirement for the green areas of the site VA Response: 85% per Geotechnical report, Section 6.7. During the walkthrough on 30March2023, there was discussion on whether there was leak detection tape on the specified piping. The leak detection tape is not specified, should this be added? VA Response: No The response to pre-bid question #19 is TBD. The response to this item is needed for accurate pricing. Can you please respond to this two-part question? VA Response: See question # 1 for answer. The laydown area is an area of brand-new asphalt, should we price the replacement of asphalt in this area in our pricing? VA Response: Yes Can the laydown area be larger than what was shown on the map? A single pipe delivery could take up most of this proposed space. VA Response: No Are there any planned contracts in the area of the proposed laydown area that could impact on our use of the area? VA Response: No The answer to this question was yes. Is it expected that we will encounter asbestos during excavation activities throughout the site, and not just in the crawl space? VA Response: Refer to note 3 on MP105. If all soils should be treated as asbestos contaminated soil, should we consider disposing of all excavated material and import new fill material for backfill? VA Response: N/A If all soils should be treated as asbestos contaminated soil, does the VA have any special precautions we would need to adhere to during excavation? VA Response: Refer to answer # 29. Are flaggers required only where lane closures occur, and traffic will be required to travel in the same lane? VA Response: Yes Excavation in the interior of the courtyard is extensive and deep. Will the courtyard area be closed to patients and staff during the project? VA Response: No Specification section 01 45 00 6 says that the requirements for the CQC organization are a Safety and Health Manager, CQC System Manager, a Design Quality Manager (if applicable), and sufficient number of additional qualified personnel to ensure safety and Contract compliance. Please advise on the following position requirements: - Site Superintendent Full Time or Part Time? Can this position be dual hatted? - QC Manager Full Time or Part Time? Can this position be dual hatted? - SSHO Full Time or Part Time? Can this position be dual hatted? VA Response: The Site Superintendent must be Full Time and can dual hat as the SSHO but not as the QC Manager. QC manager can be part time but must be separate from the SSHO and QC Manager. Each position will need to have the necessary certification requirements, see Spec Section 01 45 00. Most of this project is an exterior steam line replacement. There are times we will be entering buildings to make tie-ins. What is the extent of the interior work? - Should we account for new ceilings in buildings 4 and 5? - In building 12, how much wall repairs and paint should be included in the proposal? VA Response: Ceiling tiles and grid sections shall be carefully taken down, stored, and re-installed. Building 12 appears to require one (1) sheet of drywall, match existing thickness, and paint as specified in 09 91 00. Regrading of areas outside of the work areas may be required to gain access to the work areas. Is this VA Response: Yes
