- 36C26123R0109 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 541330, Engineering Services, and the small business size standard is $25.5 million. Potential Offerors must be registered in the System for Award Management (SAM) (See Internet site https://beta.sam.gov/) and VetCert (See Internet site: https://veterans.certify@sba.gov) to be eligible for an award. Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. Description of Services The VA contemplates soliciting a Fixed Price Architect-Engineer Design Contract titled Improve the Central Utility Plant . Potential A/E firms shall provide services that include development of schematic, design development and construction drawings as necessary for the project, construction period services for all design leading to construction, cost estimate(s), schedule(s), digital models to communicate concepts to users, physical space mockups, and preparation of statement of work (SOW). A/E shall prepare site and architectural block or line plans, magnitude cost estimates, analytical, investigative and certification services & reports, attend site visits, validation of clinical program workloads and related data (VA provided or other healthcare market analysis) as necessary to provide applicable design and construction solutions. Requests From You The Government requests that interested parties complete and return the Sources Sought Response Form provided with this notice. The firms shall provide the following capability information: Business Size (Large/Small) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.) SAM Unique Identity Number 3 projects (Government and Commercial) that you are working (or have previously worked) on that are similar in scope and size (value). Please provide responses via email to Contracting Officer Charee Harris to charee.harris@va.gov by September 1, 2023, at 1:00 PM Pacific Time. The Government will use this information when determining its business type decision for project set-aside, i.e., SDVOSB, Small Business, etc. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded as a direct result of this Sources Sought announcement.
