Combined Synopsis/Solicitation FA822423Q0015 Purging Fluid for AMXG 576th PSS - Hill AFB, Utah This is a combined synopsis/solicitation for the acquisition of commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this announcement. This announcement constitutes the only solicitation. Further written solicitation will not be issued This solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2023-04. This requirement is being pursued as a 100% Small Business Set-aside.��The 2022 NAICS Code associated with the requirement is: 324110 -Petroleum Refineries.� The PSC/FSC code is 9130 � Liquid Propellants and Fuels, Petroleum Base.� The SBA�s size standard associated with the NAICS code is: 1,500 employees or no more than 200,000 barrels produced per calendar-day. Description of item(s) to be acquired: The 309th Aircraft Maintenance Squadron (AMXG) at Hill Air Force Base has a requirement to purchase 15,000 Gallons of purging fluid, have it delivered to Hill Air Force Base in Utah, and have it off-loaded to one or more holding tanks, in accordance with the Purchase Description dated 10 August 2023. Delivery timeframe:� Within three weeks of receipt of order, in accordance with Specification 5f. of the Purchase Specification.� Delivery shall be inspected at Hill Air Force Base, Utah. Invoices:� Invoice shall be submitted after delivery of all items has been completed and accepted. In accordance with DFARS 252.232-7003, Electronic Submission of Payment Requests, use of electronic payment requests is mandatory. DFARS 252.232-7006, Wide Area WorkFlow (WAWF) is the Department of Defense system of choice for submission of invoices and receipt/ acceptance of documents. Detailed information regarding WAWF is available on the internet at https://wawf.eb.mil/ The provision at 52.212-1, Instructions to Offerors � Commercial Items, applies to this acquisition. ��Offers are due by 8:00 AM Mountain Savings Time on Monday, 11 September 2023, via electronic mail to�william.lee.66@us.af.mil.� Offeror is responsible for verifying receipt of offer.� Oral offers will not be accepted. To be considered for award, Offeror is responsible to include the following in a concise response:� a)��The subject line of the response email should include the firm�s name and the solicitation ID, FA822423Q0015 Purging Fluid. b)� The offeror�s CAGE code and an active SAM.gov Unique Entity ID. c)��Sufficient detail to demonstrate the offeror�s ability to meet the delivery schedule identified in the Purchase Specification� d) To be considered for award, the following format will be required for an offeror's firm-fixed price quote.� Quotes must be valid for thirty (30) days form the solicitation closing date. Delivery and acceptance location of all items shall be in accordance with the Purchase Description: 5875 South Gate Avenue Hill AFB, UT �84056 The provision at FAR 52.212-2, Evaluation � Commercial Items, applies to this acquisition. (a) The Government will issue a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and will be most advantageous to the Government, price and other identified requirements considered.� (b) One (1) award will be made to the qualified offeror with the lowest priced quote.�Only information submitted with the offeror�s quote will be evaluated.��A company or individual responding must be registered with the System for Award Management (SAM) and Supplier Performance Risk System (SPRS) at the time of solicitation closing for their quote to be considered for award.� (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before an offer�s specified expiration time, the Government may accept an offer or part of an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are advised to include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications � Commercial Items, with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items, applies to this acquisition and a statement regarding any addenda to the clause. The clause at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items, applies to this acquisition. The additional FAR clauses that apply to this acquisition included in FAR clause 52.212-5 are included.
