Description
The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) for the procurement of hosting, maintenance, and support to the International Submarine Search and Rescue Liaison Office (ISMERLO) C2 System. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with the NCI Agency�s eProcurement tool, Neo: https://www.ncia.nato.int/business/neo-eprocurement.html� The reference for the IFB is IFB-CO-115887-ISMERLO and all correspondence concerning the IFB should include this reference. The NCI Agency plans to award a single contract for the entire scope of work. No partial bidding will be accepted. The envisaged contract vehicle is a Firm Fixed Price (FFP) for the first year of the contract, and a Fixed-Price Economic Price Adjustments (FP-EPA) in the following years with award to one contractor. SUMMARY OF REQUIREMENTS Project Objective The ISMERLO is an organization that aims to facilitate an international response for a distressed submarine (DISSUB) and to improve the ability to respond to a call for assistance through its coordination role. Although established by NATO, ISMERLO supports all nations and pursues the involvement of global submarine-operating nations. ISMERLO is a military organization operating in an international environment focused on the humanitarian objective of saving lives at sea. The ISMERLO system is a web based Command & Control (C2) system used to plan and co-ordinate escape and rescue efforts for the worldwide submarine community during peace time. Scope of Work Maintenance Requirements -�� �Maintain a suitable system development, build and configuration control environment; store and maintain the system code base using the NATO Software Factory; manage and maintain a of the system for testing and evaluation purposes; and provide corrective, adaptive, preventive, and perfective maintenance. -�� �Manage requested changes via the ISMERLO content management system and developing updated system interface designs as required. -�� �Implement, review, test, and introduce all NCI Agency-approved change requests into ISMERLO -�� �Perform security and vulnerability scans before each software release and resolve any identified vulnerabilities. -�� �Produce new software releases as necessary with a minimum expectation of a new release every quarter, and releasing patches and hotfixes to address critical issues and security vulnerabilities as required. Hosting Requirements & Handling of Outages -�� �Host the operational system in a cloud-based environment, e.g. Amazon Web Services (AWS), ensuring that the system remains responsive during periods of heavy usage or during a cyberattack such as a distributed denial of service attack. -�� �Perform monitoring of hosting platform (publicly accessible web site) performance and uptime; Report incidents any downtime that might have affected users, whether administrative or operational. -�� �Plan and coordinate (with the NCI Agency) any foreseen system outages that are required as part of system maintenance (such as security updates). Such outages will be considered and service. The uptime performance level shall be 99%. -�� �Provide a Staging Platform in the same cloud-based environment as the operational system which replicates the operational environment to the extent possible. Period of Performance The period of performance will start on 1st January 2024 and end on 31st December 2024, including options for the continued annual contractor furnished hosting, maintenance, and support services to be exercised for up to four (4) additional years. The NCI Agency reserves the right to unilaterally exercise these options at any time from contract award until before the end of the contract. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis.� The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: https://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� DOC is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following IN THE TEXT OF YOUR EMAIL: - the title and/or solicitation number of the project - the name/phone/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. �DOC will transmit the DOE to the NATO contracting agency. � IMPORTANT DATES: Request a DOE (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 31 August 2023 NCI Agency distributes the IFB (planned): 11 September 2023 Bid closing (anticipated): 09 October 2023 Contract Award (estimated): 15 November 2023
