REQUIREMENTS: One (1) Gas Chromatograph/Mass Spectrometer (GC/MS) Instruments The following Amendment 0001 is issued to publish Questions submitted by Vendors and the NIST responses. Questions: QUESTION 1:� Is NIST providing the transfer line from the TGA to the GCMS? ANSWER 1:� NO.� NIST is not providing the transfer line.� NIST needs a transfer line from the TGA to the GCMS (As specified in Section III. No.4) QUESTION 2: If not do you require a heated transfer line?� ANSWER 2:�� Yes, it should be heated.� (As specified in Section III. No.4) QUESTION 3: What is the pressure from the outgas port of the TGA instrument?� ANSWER 3:�� The normal operating pressure is between 1 and 3 bar (up to 5 bar is permissible but not typical).� The pressure is based on gas flow rate which is typically between 20 and 50 ml/min and is regulated using mass flow controllers.� Nitrogen and/or Argon/Helium will be used as a carrier gas. QUESTION 4:� What is the connection type on your TGA out gas port?� ANSWER 4:� There is a KF 16 fitting at the furnace outlet that is suitable for attaching inlet lines for a GC/MS system. QUESTION 5:� Reviewing the RFQ we do not offer a service plan beyond the warranty.� How do we respond to line item 5? Do I leave it blank? ANSWER 5:�Yes. The submission deadline for quotes is UNCHANGED. ***The due date and time for receipt of quotations continues to be AUGUST 30, 2023, no later than 4:00PM EST. Only information received on or before the due date and time for receipt of quotations will be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-05 published 8 Aug 2023. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1000 Employees. This acquisition is BRAND NAME OR EQUAL and is unrestricted.� All interested quoters may submit a firm fixed-price quotation in accordance with the Statement of Requirements (SoR), included as an attachment to this combined synopsis/solicitation. The Chemical Science Division�s (CSD) Inorganic Chemical Metrology Group (ICM) is responsible for chemical measurements of a wide range of materials, many of which are part of the NIST Standard Reference Materials (SRMs) program.� Currently, the ICM is developing analytical methods and candidate reference materials for carbon species in cements, concretes, and similar matrices as part of the initiative for direct air capture and sequestration of atmospheric carbon dioxide.� Among the many techniques the IMC is using for the analysis of carbon, is thermogravimetric analysis, for which the IMC presently uses a Mettler Toledo TGA2.� To enhance the capabilities of the TGA2, IMC requires a Gas Chromatograph/Mass Spectrometer (GC/MS) system.� The aim of the GC/MS is to separate and identify the volatile species that may be simultaneously evolved from test samples run on the TGA.� A new GC/MS system that can be coupled to the existing TGA2 would significantly improve IMC�s capabilities for measuring carbon in cement materials as well as enhancing analytical measurements for many other SRM projects.
