Description

Notice of Intent to Sole Source Requirement Network Video Recorder (NVR) Upgrades Department of Veterans Affairs, VISN 10, Richard L Roudebush VA Medical Center, 1481 W 10th Street, Indianapolis, IN 46202-2603 intends to negotiate an open market sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 6.302-1, Only One Responsible Source for Network Video Recorder (NVR) upgrades. The associated NAICS code for this is 334310. The vendor will be Central Security Systems, Inc. d/b/a Central Security & Communications, 11201 USA Parkway, Suite 100, Fishers, IN 46037-9204. Description of Equipment or Supplies: VAMC Domiciliary, 9045 E 59th Street, Indianapolis, IN 46216-1030 Avigilon 24TB 2U Rack Mounted Standard NVR -- NVR5-STD-24TB-S19 Quantity of 1 Installation/Labor Cost Quantity of 1 VAMC Cold Springs CBOC, 2669 Cold Springs Road, Building 7, Indianapolis, IN 46222-2294 Avigilon 96TB Premium 2U Rack Mount NVR -- NVR5-PRM-96TB-S19-NA Quantity of 1 Installation/Labor Cost Quantity of 1 The VA Domiciliary is located in a leased property that maintains a service agreement (copy on file) with Central Security & Communications (CSC)(SB) to provide the installation, and monthly maintenance of the existing Avigilon camera systems (including Network Video Recorders NVR), licenses, and IP addresses that are tied into the Indianapolis VAMC network. All security footage is recorded and stored on the NVRs. Security concerns are communicated directly with CSC and notifications are sent to the VA. CSC has extensive prior experience with this equipment and configuration of the security system. The OEM, Avigilon, is a large business with proprietary licensing, and does not sell to the public. CSC is verified as an Avigilon Elite Partner, and has successfully provided previous Avigilon cameras, security systems, maintenance, and replacement of those systems. CSC is the only manufacturer possessing the proprietary knowledge, security system access codes, and configuration needed to provide the labor, programming, and testing for the installation of the upgraded equipment at both facilities. If this effort was otherwise competed, substituting for any other equipment or vendor will increase risk of configuration errors, and potential risk of damaging equipment which would subsequently result in mission stoppage and possible safety concerns. The delay in award could incur greater financial loss (economically prohibitive). A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
