- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a new BPA, sole source, firm-fixed price contract for the Hampton, Salem, Durham, Asheville, Richmond, Salisbury and Fayetteville VAMC; and Greenville, Kernersville, and Charlotte HCC laboratories to Abbott Laboratories for I-Stat Point of Care (POCT) Cost per Test with 41 U.S.C. ยง3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that these items are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of items will satisfy agency requirements. The Government intends to award the contract with an effective date of 01 October 2023 to Abbott Laboratories Inc., 200 Abbott Park Road, Park IL 60064; Unique Entity ID: L3AXXYLB3V56. This is a Brand-Name Only requirement for the Hampton, Salem, Durham, Asheville, Richmond, Salisbury and Fayetteville VAMC; and Greenville, Kernersville, and Charlotte HCC laboratories. VISN 6 facilities currently have I-Stat Point of Care and require utilization of the same product to maintain compatibility for the performance of the waived glucoses thus providing a communication of results through a common data manager, Siemens UniPOC. Allowing results in patient records in real time (immediately after result is obtained). Siemens UniPOC is Window based and can be access from any workstations in the hospital or outpatient clinics. This tool permits other healthcare professionals to work with several reports with their own accessibility from their desktops. Quality control and quality assurance reports can be easily retrieved and printed from the Siemens UniPOC Data Manager, allowing laboratory staff to fulfill requirements with accrediting agencies. Additonally, Abbott Laboratories ISTAT Point of Care Testing can provide all tests required with the use of a single moderate complexity instrument currently in place at VISN 6 facilities. Abbott Laboratories manufactured products are on a mandatory VA FSS/GSA contract and not available through any other distributor, SDVOSB or VOSB. No other supplies or services will satisfy agency requirements per FAR 13.106-1(b)(1). This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.
