- THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR BIDS/PROPOSAL. PROJECT: PANNAD-23-P-0000 003473 - HEADQUARTERS ANNEX at FORT BELVOIR NORTH AREA (FBNA), SPRINGFIELD, VA No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of Brand Name Items. The United States Army Corps of Engineers, Baltimore District intends to include the following proprietary items in a request for proposal for a construction contract acquisition under the authority of FAR 6.302-1(c) � brand name descriptions.� This project may include a Brand Name only component, as described below, unless the results of this sources sought notification indicates otherwise. This notification serves three purposes: (1) to notify potential Offerors of the Government's intent to solicit a brand name only component under a future construction project; (2) to identify potential sources that can provide the brand name only item and/or equivalent; (3) notification of the Army's intent to contract sole source for a Brand Name Only, if the market is unable to provide 'equivalent' products. In the event no equivalent equipment exists, the Brand Name Only justification will be issued pursuant to FAR 6.302-5(a)(2)(ii). A subsequent market survey will not be published in support of a Justification and Approval (J&A) for sole sourcing the resultant product(s) or system(s) in the event an equivalent product is not submitted for consideration. In such instances, the brand name or equal component will be embedded in the construction project. Only that part of the project requiring brand name components will be sole sourced if no sources are able to prove an equal product. SUMMARY OF REQUIREMENT: The construction project will include Brand Name only equipment as follows: 1. Edwards EST-4 Fire Alarm System, Fireworks EST4 is an emergency communications system to be sole sourced from Edwards. EST4�s system features network architecture that makes fire alarm, mass notification, and building integration seamless to implement, quick to service, and secure with the existing/planned campus fire alarm system managed and operated by NGA. 2. KingFisher KFAPT Radio Transceiver This equipment provides emergency responding personnel detailed prior knowledge before arriving at the scene of an emergency. Advanced information of specific smoke detector, sprinkler water flows or manual pull station in alarm of trouble. Knowledge of the conditions of any combination of initiating alarm devices is crucial to health safety and wellness of building occupants. The product selection is determined by the garrison as it must communicate and integrate with existing system on campus/post. 3. Skfold STC Partition Wall System This interior partition system is an upfold movable partition with STC 50 rating assembly, as required by ICD/ ICS 705, with electronic operations. It allows for larger spaces to be temporarily converted into smaller spaces. This is required for training spaces within the DIA Headquarters Annex. 4. Corning Multiclassification Fiber Optic Cable System As part of the DIA HQ Annex design and construction effort, a fiber-optic cable infrastructure is required. Due to the substantial number and variety of physical networks that are required in this new facility, the Corning Multiclassification Fiber to the Desk Mesh Solution is necessary to facilitate the most efficient method of connecting the telecommunication rooms to the end user desktops and printer locations. The cabling system to be installed requires the use of Corning Incorporated material and equipment. The Corning material and associated equipment includes the following: pre-terminated single-mode and multimode fiber trunks, modules, termination devices and specialty patch panels that are customized for the various network classifications required. Interested vendors must show clear and convincing evidence that alternatives to the specified items�exist. Interested vendors wishing to be considered by the Government as described above must provide a copy of its brochure and any other capability statements/ data�no later than 07 September 2023, 11:00 AM EDT, to Contract Specialist, Michael Getz, U.S. Army Corps of Engineers, Baltimore District, Contracting Division, via email to�Michael.J.Getz@usace.army.mil. This is a market survey and notification of intent only. This is not a request to respond to a solicitation. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the direction of the Government.
