- Project: Additional Backfill Station at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction: Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the design, engineering, fabrication, and follow-on technical support services to deliver a new backfill station. Interested parties are encouraged to reply to the expression of interest if you can provide the services listed below. CNS will use the information obtained from this Expression of Interest to structure a Request for Proposal (RFP). This procurement will be under NAICS Codes: 333998 Background: The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. General Scope Description for 9204-02E Additional Backfill Station: The project site is located in the central Protected Area of Y-12. The backfill station (BS) shall be used for evacuation of free volume within the manifold/cabinet, follow a pre-entered product profile to backfill with ultra-high-purity (UHP) gas to a specific pressure and test the integrity by performing a leak test. A final leak test is preformed to ensure the part is sealed before being removed from the station. A control cabinet(s), vacuum pump and associated hardware, ultra-purity (UHP) gas cylinder, electrical and instrument air utilities constitute the major equipment that will be procured and installed as part of this project. The backfill station shall consist of an Allen Bradley Programmable Logic Controller PLC control system for valve sequencing, volumetric calculation, and a vacuum system that provides gas sampling capabilities. Installing all equipment and designing the integration of the additional backfill station in the facility will be the responsibility of CNS. The manifold/cabinet and vacuum pump shall fit withing a foot print of 5 feet long by 5 feet by 6 feet high. A similar cabinet is approximately 25"" x 22"" x 58"". The pump is external to the manifold/cabinet and shall be floor mounted. Upon successful completion of factoryacceptance testing, the system will be shipped to CNS in Oak Ridge, TN. The supplier will provide technical support as needed during installation and startup. This support may be required in Oak Ridge, TN at the Y-12 National Security Complex. The suppliers� s technical representative(s) must be a US citizen. The following standards will need to be diligently followed in execution of the scope of work: ? The system shall be capable of evacuating/backfilling four manifold/cabinets per day. ? The BS shall pump down the manifold to 10mTorr within 30 minutes. ? Maximum internal pressure for a manifold/cabinet being backfilled shall be less than 10 millitorr prior to performing the backfill operation. ? Where ingoing nip points or other hazards created by point of operation exist, machine guarding shall be provided in accordance with 29 CFR 1910.212, �General requirements for all machines.� ? Any piping/tubing and other piping components designed in the assembly of backfill station, which are not considered listed in ASME B31.3, shall be qualified using the qualification process found in ASME B31.3, paragraph 302.2.3. Based on prior performance, portfolio, and communications with CNS�s project team, a sub-set of interested suppliers will be contracted through a time and materials agreement to provide their conceptual design to meet CNS�s requirements. Based on the conceptual design and previous factors under consideration, one supplier will be solicited to provide their proposal for the complete design and fabrication of the annealing furnace and quench tank system. Bidder selection for the Annealing furnace will be through a tradeoff approach evaluation.
