- Description
- This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Lucid Scientific Inc, 311 Ferst Drive, Atlanta, Georgia 30332-0390, USA to a Resipher handheld oxygen consumption rate reader with hardware, software and accessories for measuring extra-cellular oxygen flux in standard multi-well plates. The LNII, TSE/Prion Molecular Biology Section (Priola lab) focuses on the molecular basis of disease in Transmissible spongiform encephalopathy (TSE) or prion diseases. The Priola lab requires a Resipher device to measure the oxygen consumption rate (OCR) of cells in culture. This includes OCR device, software, hardware and accessories for measuring extra-cellular oxygen flux in standard multi-well plates. The device must be small enough to fit inside a tissue culture incubator in a small laboratory space that is contained due to the infectious nature of the material used (large equipment or equipment with the potential for easy contamination are not suitable for this purpose). This handheld device is for cell culture monitor to measure oxygen consumption in standard multi-well plates, providing continuous insight directly from your incubator. Only this equipment will satisfy the government's needs because it is the only equipment that will measure for continuous monitoring of O2 consumption rate in tissue cultures inside a standard incubator. The Resipher can measure oxygen consumption rates of cells in real time without being invasive. In addition, the system provides a higher sensitivity than other technologies down to 2fMol/mm2/a. This handheld oxygen consumption reader that measures in real time, with proprietary software. The current requirement is for: # Description Qty 1 Resipher 32X Starter kit (Resipherutilizes proprietary high-resolution optical oxygen sensors tomeasure oxygen consumption and characterize the oxygen environment in cell culture) 1 each 2 Software & Maintenance 32X - Annual 1 each 3 Resipher 32x Lid (microplate lids that offer sample protection from contamination and evaporation during assay processing, incubation, or storage) 1 each 4 Shipping 1 each The Place of performance is NIH, Rocky Mountain Laboratories (RML), 903 South 4th Street, Hamilton, MT 59840. The statutory authority for this sole source requirement is 41 U.S.C.1901 (e) (2) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2183273) to Rita Davis at rita.davis@nih.gov by 11:00 am eastern standard time, Thursday, August 31, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
