- This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 89243323QFE000378 is issued as a Request for Quotation (RFQ) and is available for downloading under Contract Opportunities at https://sam.gov/ and at FedConnect https://www.fedconnect.net/Fedconnect/. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective date June 2, 2023. The North American Industrial Classification System (NAICS) code for this effort is 334516 and the small business size standard is 1,000. This is an Unrestricted, Full and Open competition, all responsible business sources may submit a quote for consideration by the agency. The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL), located at 1450 Queen Avenue, SW, Albany, OR 97321 has a requirement for the purchase of two Potentiostat/Galvanostat/ZRA. Purchase of two Potentiostat/Galvanostat/ZRA in accordance with the Specification provided: 1. The Potentiostat must be capable of operating in 3 modes: Potentiostat: Galvanostat and Zero Resistance Ammeter. 2. The Potentiostat must incorporate on-board electronics to perform Electrochemical Impedance Spectroscopy from 10 microHertz to 5 megaHertz. The accuracy of the EIS measurement at 1 megaHz must be less than 1% for impedance and less than 1� for phase angle. 3. The Potentiostat must exhibit a specification for noise that is equal to or less than 2 microVolts rms. 4. The Potentiostat must be engineered to acquire a data point in 3.3 microseconds (303 kiloHertz). 5. The Potentiostat must incorporate eleven current ranges from 600 milliamps down to 60 picoamps in a decade sequence without the addition of a low current module or gain amplifier. 6. The Potentiostat must be electrically isolated from ground (�floating�) to allow electrochemical experiments to be performed on grounded samples. 7. The instrument must exhibit a voltage resolution of 1 microVolts and a current resolution of 20 attoamps (1 attoamps = 1 x 10-18 amps). 8. The Potentiostat must interface to a computer through a USB Interface. 9. The Potentiostat must have 3 independent data acquisition channels that measure simultaneously and display measured current and measured voltage during the experiment. 10. The Potentiostat must interface with a commercial Electrochemical Multiplexer to perform automated sequential electrochemical experiments. 11. The Potentiostat must be compatible with commercial software to perform a wide variety of electrochemical experiments such as electrochemical impedance spectroscopy, electrochemical frequency modulation, cyclic voltammetry, pulse voltammetry, and DC corrosion. 12. The data acquisition software must be performed by scripts that can be modified for custom experiments. 13. The data analysis software must be performed by scripts that can be modified for custom analysis. EVALUATION: Selection will be based on the vendor�s quotation that is considered technically acceptable with the lowest firm-fixed price quote. The Government anticipates issuing a single award from this RFQ. To be considered for evaluation, vendors shall submit descriptive literature detailing features, technical capabilities. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this solicitation in meeting the above stated and attached Technical Specifications. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the proposal as meeting technical acceptability. All responses to the solicitation questions will also be released on FedConnect referencing the RFQ number, with copies of both questions and answers, without reference to the originating sources. This is an electronic RFQ therefore no hard (paper) copies of the RFQ and related documents will be made available. Quotes must be submitted in accordance with the requirements of the RFQ and be received not later than 4:00 p.m. Eastern Standard Time on September 4, 2023.
