- Notice of Intent to Sole Source NEEB1000-23-00994 Compunetix Phones (SDI-7) Solicitation Number: NEEB1000-23-00994 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: Office of Satellite and Product Operations Solicitation: NEEB1000-23-00994 Notice Type: Pre-Solicitation Synopsis: This is a notice of intent to award a sole source contract to Compunetix Incorporated located at 2420 Mosside Blvd Ste 1, Monroeville, Pennsylvania 15146. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA)/National Environmental Satellite, Data, and Information Service (NESDIS)/ Acquisition and Grants Office (AGO)/Satellite Information Acquisition Division (SIAD) has a requirement for 25 Compunetix Phones (SDI-7) for the operations at Wallops, VA, NOAA Satellite Operations Facility (NSOF), Consolidated Backup (CBU) site and Fairbanks, AK for (GOES-R, JPSS, POES, GOES, DMSP and DSCOVR) missions. A single source determination is being prepared in accordance with FAR 13.106-1(b)(1), only one source is reasonably available due to the required compatibility with existing systems or equipment (CONTEX MVP). The equipment is required to be delivered by July 2024 and the Government anticipates award in September 2023. This notice is not a request for competitive quotes or proposals; however, vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services may submit substantiating written documentation to the Contracting Officer and Contract Specialist listed below within five (5) calendar days of this notice. Information received will be considered solely for the purpose of determining whether, and how, to proceed with the planned sole source acquisition for these requirements. A determination by the Government not to conduct a competitive procurement based on the responses to this notice is solely within the discretion of the Government. All written documentation shall include a statement of capability, including detailed technical information demonstrating the company�s ability to meet the above compatibility and equipment requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements.
