- The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract for Micro Ranger 2 system, a 500 m depth rated ultrashort baseline system that can be used to track the relative spatial position of research equipment underwater and serve as an interoperable system with an existing ultrashort baseline system in accordance with the Statement of Need for National Centers for Coastal Ocean Science (NCCOS) in Silver Spring, MD. The Governments intends to make an award to the responsive responsible quoter providing the lowest price technically acceptable in accordance with FAR 13.106-2(B)(3). Brand Name:�The Micro Ranger 2 ultrashort baseline system is needed to track underwater research equipment on its own, and as part of an integrated system with an existing Micro Ranger 2 system already being deployed by NCCOS. The Micro Ranger 2 system is specifically being requested to allow compatibility with the existing system. The new system must be fully interoperable, fully compatible and provide for exact change of parts with the Micro Ranger 2 already in use by NCCOS. Interoperable systems are required for successful communication between systems, to share existing workflows, to share existing data processing algorithms and to share compatible research data. For instance, the transponders from one system must be able to connect with the Micro-Ranger Transceiver from the other system and raw data must be compatible with existing workflows and processing algorithms. Due to the proprietary connections between system parts, only a Micro Ranger 2 system will provide interoperability, compatibility and replacement parts to the Micro Ranger 2 system already in use by NCCOS. There are also no other systems which can be modified to be fully interoperable, fully compatible and provide for exact change of parts and meet the agency�s needs. DOC, Eastern Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company not registered in SAM. Contractors active in SAM have a unique entity identifier (UEI) that is used to do business with the federal government. The Government has moved to a free new, non-proprietary identifier that will have to be requested in, and assigned by, the System for Award Management (SAM.gov).
