- Special Notice Special Notice Page 2 of 2 NOTICE OF ITENT TO SOLE SOURCE. This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive quotes/proposals. The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 335 East Germann Road, Gilbert, AZ 85297 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Delivery Order under FAR Part 8, specifically FAR Part 8.405-6(a)(1)(B) and (C), Only One Available Source. The North American Industry Classification System (NAICS) for this requirement is 513210, Software Publishers. The Federal Supply Class (FSC) is 7A20, IT and Telecom-Application Development Software (Perpetual License Software). The Small Business Administration (SBA) size standard for this sector is $41.5 Million. The intended Contractor is Varian Medical Systems, Inc., located at 660 N McCarthy Blvd, Milipitas, CA 95035-5122. Place of Performance is the Greater Los Angeles VA Healthcare System, 11301 Wilshire Blvd, Los Angeles, CA 90073. This is for an upgrade to TrueBeam H191488 and Novalis H294458 (linear accelerators). Both machines will have their outdated Juniper Firewalls (SSG5) replaced with the most current Juniper Firewall (SRX300) validated by Varian. This includes four Service Technical Bulletins (STBs) to the On-Board Imaging(OBI), H082997, on Novalis H294458 that's currently at v01.06.17 and upgrade this OBI to 01.06.20. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear and compelling evidence that the responding company can provide the same items/services, and that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
