- Notice of Intent to Noncompetitively acquire high temperature resonator microwave cavity accessory add-on to perform electron spin resonance measurements. This notice is not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. This acquisition is being conducted under the authority of FAR 13.106-1(b). The North American Industry Classification System (NAICS) code for this acquisition is 334516 � Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) has a requirement for a high temperature resonator microwave cavity accessory add-on for the NIST existing Bruker Biospin ELEXSYS-II E500 continuous wave X-band electron spin resonance spectrometer. This cavity must be 100% compatible with the existing instruments software and hardware components. The only known company able to provide this needed equipment without sacrificing the integrity of the system or requiring substantial efforts to implement is Bruker Biospin. The microwave cavity must meet the following minimum requirements: The high temperature resonator shall be fully compatible and seamlessly integrate into the NIST existing electron spin resonance spectrometer, a Bruker Biospin ELEXSYS-II E500 and its control software (proprietary Bruker Biospin software Xepr). The high temperature resonator shall be fully compatible and seamlessly integrate with the auto tuning capabilities of the existing spectrometer. The high temperature resonator shall be the transverse electric 011 mode (TE011). The high temperature resonator shall have at an unloaded Q value of at least 6000. The high temperature resonator shall contain all necessary quartzware. The high temperature resonator shall cover the range of temperature between 400 K and 1200 K. NIST conducted market research in May 2023 to determine what sources could meet NIST�s minimum requirement to include searches on GSA, Unicor, surveying major vendor websites, and speaking with electron spin resonance test and measurement experts inside and outside of NIST. Several companies were identified that provided complete magnetic resonance spectrometers, but none offered any compatible microwave cavities that can meet the required specification except for Bruker Biospin. The results of market research revealed that only Bruker Biospin Corp (UEI: WWMWFMKJLH33) appears to be capable of meeting NIST�s requirements. However, any sources that believe they are capable of meeting NIST�s minimum requirements are encouraged to respond to this notice by the response date to provide the following information at a minimum: Company Unique Entity Identifier (UEI) number in https://sam.gov; details about what your company is capable of providing that meets or exceeds NIST�s minimum requirements; whether your company is an authorized reseller of the product or service being cited and evidence of such authorization; and any other information that can help NIST determine whether this requirement may be competitively satisfied.� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
