- Description The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with Western Massachusetts Training Consortium. The requirement is for the procurement of Veteran Voices & Visions Training. The requirement is for the contractor to provide and ship these test (all components that make up this system) to Los Angeles VAMC. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements. This is because the Government asserts that Western Massachusetts Training Consortium, is the only contractor that can provide this specific equipment needed by the R&D Laboratory at Los Angeles VAMC. Specifically, the characteristics of the Veteran Voices & Visions Training that are unique are as follows: Participate in seven working group discussions about the delivery of Veteran Voices & Visions Approach. The seven focus groups will be held over 7-9 months in 2023, approximately once a month. They will be 1.5-2 hours sessions in length. The groups will be conducted virtually. The goal of these groups is to revise and refine VA training materials. Review toolkit content in preparation for revamp and inform toolkit and facilitator training guide (interactive process) (7-9 months in length). Provide support to finalize the toolkit and facilitator training guide. Estimate 4 hours preparation reviewing and creating materials for each session creating and reviewing and finalizing the toolkit. 4 hours x 7 groups = 28 hours. 28 hours. Provide facilitator training to VA stakeholders adapted from the Hearing Voices Training and from focus group discussions. Travel for two trainers to Los Angeles to provide facilitator training to VA stakeholders This notice of intent is not a request for competitive proposals. This requirement is brand name/equal to procurement. Price reasonableness will be a factor of selection. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement/quote and supporting documentation to the Contracting Officer no later than Monday, 8/21/2023, (12:00 PM, CST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
