Description
The Naval Air Systems Command, Weapons Division, China Lake, CA, intends to procure, on a competitive basis, Federal Employees Retirement System (FERS) Planning for Retirement, Mid-Career Retirement Planning, and New Employee Benefits Orientation. The impending service contract will be firm-fixed price, indefinite-delivery, indefinite-quantity (FFP-IDIQ) for a 5-year period of performance. The procurement will be competed as a small business set-aside under NAICS 611430 with a size standard of $15,000,000.This requirement is for FERs Retirement Training seminars on the FERS Retirement Training course to be given to the NAWCWD workforce. The course shall teach students to: Federal Employees Retirement System (FERS) Planning for Retirement (two-day classes, 16 hours)(1) detailed understanding of FERS Retirement, Social Security, Medicare, Thrift Savings Plan (TSP), Federal Employees Health Benefits (FEHB), Long Term Care insurance, Federal Employees Group Life Insurance (FEGLI), and Flexible Spending Account program benefits.(2) discuss financial planning topics, to include savings and money management, investment strategies, insurance planning, tax planning, and estate planning. Mid-Career Retirement Planning (one-day class, 8 hours)(1) provide a detailed understanding of FERS Retirement, Social Security, Medicare, TSP, FEHB, Long Term Care insurance, FEGLI, and Flexible Spending Account program benefits. New Employee Benefits Orientation (one-day class, 8 hours)(1) provide a detailed understanding of FERS Retirement, Social Security, Medicare, TSP, FEHB, Long Term Care insurance, FEGLI, and Flexible Spending Account program benefits and how to receive the maximum benefit from each program, with special emphasis on the TSP. The solicitation or Request for Proposal (RFP) will be posted in Contract Opportunities on the PIEE Solicitation Module website at https://piee.eb.mil/ on or about 14 August 2023. Offers and responses to the solicitation shall be submitted using the instructions in Section L of the solicitation. If the solicitations Section L instruction to offerors state the PIEE Solicitation module will be used for electronic proposal submission, Contractors are required to register in PIEE to obtain access to the solicitation module. To register in PIEE, go to https://piee.eb.mil/, and click Register. Otherwise, please submit responses and offers to Madelene Perez at madelene.j.perez.civ@us.navy.mil.All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/SAM/. Going forward, all new entities registering in GSAs System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an Active status as the government cannot award to an entity without an Active SAM registration.
