8/11/2023 Amended to attach an updated Statement of Work Request for Information Notice To facilitate market research, the Government is looking to identify qualified small business sources under the North American Industry Classification System (NAICS) 512191, Tele-production and Other Postproduction Services. This Notice seeks industry comments to assist the Government. If you have any comments or find any ambiguities, please advise the Government to develop the proper acquisition strategy. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred. Based on the responses to this notice, any future requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. All responsible sources identified in the above may submit a capability statement which will be considered by the National Library of Medicine (NLM). Capability statements must address the organization`s qualifications and ability to perform tasks described in the attached draft Statement of Work (SOW). Contracting Office Address: Office of Acquisitions, National Library of Medicine, National Institutes of Health, Bethesda, MD 20852 Background The National Library of Medicine (NLM) is a federal agency and one of the 27 institutes and centers of the National Institutes of Health. As the world's largest biomedical library, NLM maintains and makes available a vast print and non-print collection and produces electronic information resources on a wide range of topics that are searched billions of times each year by millions of people around the globe. It also supports and conducts research, development, and training in biomedical informatics and health information technology. In addition, the Library coordinates a 6,500-member National Network of Libraries of Medicine that promotes and provides access to health information in communities across the United States. Objective/Scope NLM is employing digitization as a preservation method for all audiovisual (AV) holdings recorded on legacy media. The NLM AV collection consists of professionally produced commercial and non-commercial recordings. Content consists of instructional and educational titles, public health material, commercial productions with medical themes, public service announcements, histories of medicine, recordings of public lectures and ceremonies, and documentary footage of biomedical research. Physical condition of materials, quality of recording, and runtimes vary. AV formats include but are not limited to �"" U-matic videotape, �"" VHS, �"" Open reel audio, 1"" Type C videotape, 2"" Quad videotape, 16 mm film, and 35 mm film. Each AV title shall receive Preservation, Derivative, and Service video files with accompanying METS XML preservation metadata. Capability Statement Submission Requirements Vendors must demonstrate their ability to comply with the requirements in this Small Business Sources Sought to be considered capable of satisfying the Government's requirement. Additionally, offerors shall submit brief descriptions and references for at least three similar projects performed in the past three years as a prime or subcontractor. The narrative shall include information describing the size and scope of work performed and staffing and equipment resources used. Response Format To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the format requested in this Notice. All interested business firms having the experience, skills and capabilities necessary to perform the stated requirements are requested to provide capability statements between 3-5 pages - no more than 5 pages maximum- in 12-point font on 8.5 x 11 paper that includes the following information: 1) Company name, address, point of contact name, telephone, and email address. 2) CAGE Code and UEI Number. 3) Business size status (business size/socio-economic category must be submitted to be used). 4) Please indicate whether your firm will submit a quotation if a Request for Quote (RFQ) is issued. 5) Are you the prime contractor or a subcontractor? No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc.) will not be considered. Submission of Response Please submit your final documentation electronically no later than 11:00a.m. on August 17,2023 to the primary point of contact Janna Weber, janna.weber@nih.gov. The email subject line must be titled ""Small Business Sources Sought - Audiovisual Preservation Reformatting. 75N97023R00007."" The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
