Description

Notice of Intent to Sole Source for television and radio advertisement spots for Vermont Army National Guard (VTARNG) Recruiting and Retention Battalion through the Non-Commercial Sustainment Advertising (NCSA) through state broadcasting agencies. In accordance with Federal Acquisition Regulation (FAR) 6.302-1 the VTARNG intends to award a sole source contract to the Vermont Association of Broadcasters to provide the VTARNG the ability to advertise at state and local levels using the NCSA program to provide TV and radio announcements.� � This contract is to provide the VTARNG the ability to advertise at the State and local level using both: (1) Public Service Advertising (PSA); and (2) a hybrid between PSA and paid advertising. The primary objective is to reach the VTARNG target demographic of 17-24 year-olds, then 25-35 year-olds while also targeting Centers of Influence and Very important People (VIP) who can help with the influence of the mentioned target demographic. The anticipated period of performance is 22 September 2023 � 21 September 2026 (Base period + 2 one-year option periods). The Vermont Association of Broadcasters (VAB) is the sole organization authorized to execute the NCSA program and represents over 100 commercial and non-commercial radio and televisions stations throughout the state throughout the state of Vermont. This special notice/intent to sole-source is not a request for quote/proposal.� Any interested party that believes it is capable of meeting this requirement, is authorized to advertise through the NCSA, and has the same reach as the VAB as set forth above may identify themselves and must provide evidence of their capability to fulfill the requirement by 10:00AM ET on 16 August 2023.� Responses must be submitted in writing to Contract Specialist Kathleen O�Neill at kathleen.b.oneill.cov@army.mil. Late submissions will not be evaluated.� Telephone inquiries will not be accepted. A determination by the Government not to compete this requirement based on responses or lack thereof to this notice is solely within the discretion of the Government.� Any information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
