- VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT Last Updated: 02/01/22 Page 1 of 1 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID:__ VA-23-00094231____________________ Contracting Activity: Department of Veterans Affairs, VISN 05, 688 Washington DC VA Medical Center, 50 Irving Street NW, Washington, DC 20422 on behalf of the Radiation therapy service for quality assurance equipment for radiation oncology treatments. The Purchase Request (2237) number is 688-23-3-708-0058. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The requested equipment will allow the service to establish a QA/QM program for radiotherapy equipment. These requests will allow Radiation Therapy department to ensure high-quality and accurate radiation treatment plans. The MAX-4000 Plus Electrometer provides improved calibration resolution for accurate measurement of radiation sources such as linear accelerators, radioactive materials, and imaging equipment. This procurement will help keep the department running and help deliver the most accuracte treatment plan for our Veterans. Total estimated amount $11,374.67. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Standard Imaging, Inc. owns the proprietary copyrights and is the sole source provider of Standard Imaging software and the products it manufactures. Standard Imaging, Inc. is the only company that can provide the initial and subsequent calibrations, phone and web-based support,and regular updates to the Standard Imaging products, including but not limited to the Max 4000 Plus Electrometer. Currently the Radiation Therapy physicists are using an older electrometer from Standard Imaging, the CDX 2000B for quality assurance testing on both linear accelerators used at the Washington DC VAMC. Upgrading to a newer product from the same manufacturer that is currently meeting their clinical needs will require less training and downtime as the users learn a new system. Description of market research conducted and results or statement why it was not conducted: There are two VHA directives that mandate quality assured radiotherapy equipment. They are the VHA Directives 1129 and 1414. Equipment and clinical application are highly technical and specialized resulting in a limited or single source for equipment manufacturing that can be used in a clinical setting.
