SOURCES SOUGHT:� THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY!� This notice does not constitute a commitment by the Government.� All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.� The Purchase Request number is F4BWB03188A004 and shall be used to reference any written responses to this source sought. United States Air Force Academy anticipates a requirement that is being considered under a small business set-aside program.� The North American Industry Classification Systems (NAICS) Code proposed�334516.� The size standard for NAICS is 1000 Employees. The spectrometer is required to support nonlinear optical material research and will be used by cadets as part of independent and capstone research in both physics and chemistry.� Salient Characteristics/Requirement Specifications:� The minimum needs of the government for the Spectrometer are: - Perform combined steady-state spectra in the UV-VIS-NIR (Ultraviolet-Visible-Near Infrared) spectral range.� - Measure fluorescence decay in the time range of 100 ps - 50 microseconds using Time-Correlated-Single-Photon-Counting.� - Measure phosphorescence decays in the time range of 1 microsecond to 10 seconds using multi-channel scaling.��� - Guarantee sensitivity of >20,000:1 or better for the signal-to-noise ratio of the water Raman signal (350 nm excitation, 397 nm emission, 1 sec integration time, 5 nm spectral bandwidth).� - A 450 W Xe lamp and a pulsed high energy Xe flashlamp sources.��� - A TE-cooled photomultiplier detector with a minimum response width of 600 ps and a maximum dark count rate of 100 cps at -20 C and a liquid nitrogen cooled NIR-sensitive photomultiplier detector with a spectral range of 500 nm - 1400 nm, a minimum detector response width of 800 ps and a maximum dark count rate of 20,000 cps.���� - Fully computer-controlled excitation and emission polarizers.��� -- The emission monochromator grating should be 830 grooves/mm, blazed at 1200 nm.� -- The excitation monochromator should be a double grating monochromator with a 1200 grooves/mm grating blazed at 400 nm.��� - The instrument shall be compatible with existing EPLED and EPL (Edinburgh Instruments) diode lasers and LEDs and external Continuum Surelite ns Q-switched Nd:YAG laser and OPO.� The instrument must be compatible with an external multiwell-plate reader module.��� - The instrument shall include an integrating sphere, mounts and optics for excitation diodes, software for controlling system and analyzing data, required computer, monitor, keyboard, and mouse, temperature adjustable single cuvette holder.��� All interested firms shall submit a capabilities package that explicitly demonstrates company capabilities-indicating examples of commercial sales-and product specifications related to this effort.� Also indicate if you are the manufacturer, or provide the name and size of the manufacturer of the product(s) you will be supplying.� Respondents are further requested to indicate their status as a Foreign-owned/foreign-controlled firm and any contemplated us of foreign national employees on this effort. Preferred delivery is FOB Destination to USAF Academy, CO 80840.� Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The Government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, service-disabled veteran-owned small business, HUBZone small business, woman-owned small business, veteran-owned small business, or small business).� Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.� The Government will use this information in determining its small business set-aside decision.
