Description
The United States (U.S.) Army Contracting Command-Rock Island, on behalf of the Office of the Project Manager Combat Ammunition Systems is conducting a market survey to identify potential sources within the U.S., its outlying areas, or Canada capable of developing design solutions, manufacturing, and delivering the M762A1 and M767A1 Electronic Time (ET) Fuzes. Potential sources must be capable of proposing design solutions to address producibility issues and deliver a producible Technical Data Package (TDP). Sources must also be capable of full rate production of 14,000/month for the M762A1/M767A1 ET Fuzes. The M762A1 and M767A1 ET Fuzes provide electronic time and point detonating function needed for artillery projectiles. The fuzes can be set manually or with an inductive setter. The fuzes can be set for Electronic Time from 0.5 to 199.9 seconds in 0.1-second increments. The M762A1 and M767A1 ET Fuzes are used in both 105mm and 155mm weapon systems. The M762A1 ET Fuze is used with cargo carrying projectiles, while the M767A1 ET Fuze is used with bursting artillery ammunition. The North American Industry Classification System code for this item is 332993. The Product and Service Code is 1390. A response to this survey should show adequate technical and manufacturing capability to propose design solutions for addressing producibility issues, and capability of producing and passing a First Article Test (FAT) and full rate production following the development of a producible TDP. Respondents should provide the following information which will assist the U.S. Government in developing its acquisition strategy: a) Provide evidence of technical expertise with the M762A1/M767A1 ET Fuzes and ability to identify and quickly mitigate producibility issues within a Government TDP. Description should include any past technical experience with these fuzes or similar artillery fuzes with Electronic Time and Point Detonating functions; b) Description of production experience with the M762A1/M767A1 Safe and Arm (S&A), monthly production rates and lead time to begin production of S&As; c) Description of equipment on hand, with available capacity, that can be utilized to produce fuzes immediately to support a producible TDP followed by production. If equipment is not on hand, lead time needed to obtain and set up necessary equipment; d) Description of facilities, equipment including key specifications or capabilities, manufacturing processes, inspection capability, personnel (number of employees, experience, specialized skill sets), and evidence of sufficient safety clearances to handle, store, test, and transport energetic materials, components and explosively loaded fuzes; e) Description of full rate production capabilities of the M762A1/M767A1 ET Fuzes to achieve a minimum of 14,000/month production rate including necessary lead time; f) Description of ability to increase production rates beyond the 14,000/month including lead time; g) Provide evidence of quality assurance in order to support producibility effort followed by First Article Testing and full rate production; and h) Provide company name, address, Commercial and Government Entity (CAGE) code, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business). Responses shall not exceed 20 pages in length and should provide sufficient details to allow the U.S. Government to make a reasonable assessment of the respondent�s capability to produce this item. NO CLASSIFIED information shall be submitted. Controlled Unclassified Information shall be handled and submitted accordingly. Please identify any proprietary information submitted. All information provided will not be returned and will be held in confidential status. The U.S. Government will not pay for any information submitted or for any costs associated with providing this information. All contractors interested in this potential future solicitation must be registered in the System for Award Management. DRAFT copies of the M762A1/M767A1 ET Fuze TDPs are included as attachments to this market survey. These documents may be obtained by having an active Joint Certification Program account.
