THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. No Solicitation is currently available. All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. The applicable North American Industry Classification System (NAICS) Code is 541720, Research and Development in the Social Sciences and Humanities , size standard is $28 million. NOTE: Please ensure that System For Award Management (SAM) indicates this NAICS code if you are interested in the requirement. Before responding please carefully read and consider the following: As this is a service acquisition, the Small Business Administration and the Federal Acquisition Regulation have a Limitations on Subcontracting requirement. For all small businesses, to include SDVOSB and VOSB, it will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract. Statement of Work Name of POC /SME: Eric Kuhn, PhD Name of COR: N/A Project Name: A Randomized Controlled Trial of Coaching into Care with VA-CRAFT to Promote Veteran Engagement in PTSD Care 1.0 Project Scope / Background: This VA-funded research study is seeking a vendor through open market procurement to support the study s marketing and social media recruitment goals. The study tests an intervention that blends telephone coaching calls with a web program, called VA Community Reinforcement and Family Training (VA-CRAFT) that is intended to help Veterans by training their family members to effectively promote mental health care-seeking for posttraumatic stress disorder (PTSD). The contractor supports this project by directly marketing the study to spouses and intimate partners of Veterans with PTSD using social media sites such as Facebook and other marketing channels. Advertisements will be targeted to specific interests and page descriptions associated with Veteran issues (e.g., PTSD), and those interested in learning more about the study will be directed to a study-specific website where potential participants can obtain details about the study and self-screening to see if they meet the study s inclusion criteria. The project is led by Dr. Eric Kuhn (Principal Investigator). Required Experience / Qualifications: List all the experience/qualifications needed: Proven expertise and demonstrated success recruiting participants in the context of research studies using a variety of social media outlets; the ideal contractor has experience and demonstrated success recruiting study-eligible Veterans and/or Veterans family members. Recent experience (within the last 12 months) recruiting on social media platforms including Facebook, Instagram, Google ads for social media recruitment of Veterans and/or Veterans family members. Development and design of a study-specific participant recruitment and management infrastructure that is linked to the study advertisements. Ability to design video and photo advertisements for social media outlets targeting Veterans and/or Veterans family members. Ability to provide PI and study team with analytics on recruitment so that the campaign is responsive to variation in enrollment trends across social media outlets and other marketing channels. Ability to integrate the study landing page with study pre-screening questions to help potential participants determine study eligibility. Specific Tasks: The contractor will be responsible to: Conduct targeted marketing of defined cohort via social media platforms and other marketing channels. Direct digital cohort traffic to a digital study introduction and screening page for the purpose of enrollment. Generate, maintain, and share data with the PI and study team regarding digital traffic (non-PII/PHI information) Receive feedback from the PI and study team regarding recruitment progress for the purpose of improving recruitment efforts. Maintain open communication with the study team throughout project and contact HSR&D personnel promptly if a problem arises. Deliverables: Ongoing: Work effectively with the PI and study team to ensure appropriate online social media and other marketing strategies. Month 1: Present finalized strategy for social media recruitment and other recruitment strategies and planning to the PI and study team. Month 5 to Month 12: Present PI and study team with data showing progress each month of digital traffic from social media platform (e.g., Facebook) and other marketing campaigns to contractor developed study landing page and links to online survey platform (REDCap). 5.0 Period of Performance: 5.1 Base Year only 6.0 Payment Method: Send Electronic invoicing through the Department of Veterans Affairs Financial Service Center, Austin, TX. Direct Deposit as set up through Austin Payment will be requested by Individual according to the schedule of their work completion, either monthly or quarterly. 7.0 Task Manager Quality Assurance Monitoring: 7.1 Monthly status reports outlining progress in terms of stated material development goals will be sent to the PI (Dr. Eric Kuhn) and study coordinator (TBN). 7.2 PI (Dr. Eric Kuhn), study coordinator (TBN), and selected contractor shall meet at least once a month to review work completed, progress on recruitment, and delivery dates. 8.0 Place of Performance: 8.1 All work will take place remotely from vendor s place of business.
