Description
A.� BACKGROUND �Surveillance and Characterization of the Molecular Resistance Factors of Bacterial Pathogens in USSOUTHCOM AOR� This study will enable US DoD to obtain information about antibiotic resistance in pathogens circulating in the USSOUTHCOM AOR and to take actions to provide optimal force health protection and treatment guidelines for physicians attending to military personnel returning from this region. B.����������� OBJECTIVES Establish a passive bio-surveillance network for AMR bacterial pathogens in USSOUTHCOM AOR. Identify emerging resistance trends in AMR bacterial pathogens in USSOUTHCOM AOR. Characterize the genotypic and phenotypic features of AMR bacterial pathogens in USSOUTHCOM AOR. Establish a strain collection of AMR bacterial pathogens in USSOUTHCOM AOR that are available to additional research efforts. The FilmArray instrument requires Gastrointestinal (GI) Panel tests for a comprehensive set of 22 gastrointestinal pathogens, it tests stool specimens for common pathogens associated with gastroenteritis. Bacteriology Deparrment from Namru 6, is requested to award a contract to BioFire Defense for 5 GI kits to use in Bacteriology Enteric study sites in Honduras, for most common gastrointestinal pathogens including viruses, bacteria and parasites that cause infectious diarrhea and other gastrointestinal symptoms. Kit panels are the only FDA-approved test that can detect both viral and bacterial causes of gastrointestinal infections from a single sample. The GI panels can detect 22 gastrointestinal pathogens, all of which are requirements of ongoing NAMRU-6 studies. NAMRU-6 has used these tests in the past and they are part of multiple ongoing NAMRU-6 research studies at different settings with minimal requirements. GSA is partners with Biofire and Biofire Defense LLC. is the only manufacturer for this specific laboratory supply. If capable sources are not identified through this notice, Namru 6 intends to award a sole source contract under the authority of FAR 13.106-1(b)(i) to Biofire Defense LLC. This pre-solicitation is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to supply the required goods or perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government.� A request for documentation o additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 12:00 am Lima/Peru Eastern Time on August 7, 2023.
