- The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit quotations for construction activities to include repair to the trash rack and low-level inlet piping at Grub Dam. The damage was the result of flooding from the spring of 2023. The project work is located in Valley County on Grub Dam, approximately 25 miles southwest of Glasgow, Montana. BLM will issue Solicitation Number 140L3623Q0050 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include: � Trash Rack (1 Lump Sum) � Bedding Material (20 Cubic Yards) � Piping (1 Lump Sum) � Concrete (12 Cubic Yards) Pursuant to Part 13 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Quotations (RFQ) on or around August 15, 2023. The estimated price range of this acquisition is between $25,000 and $100,000. BLM anticipates issuing the RFQ under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $45.0 Million. A single contract award will be made to the responsible offeror that submits a quotation that has been determined to be the lowest price within the Federal Acquisition Regulations. A firm-fixed priced purchase order is contemplated. Quotations will be due on or around September 5, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic quotations as a response to the anticipated solicitation. Electronic quotations will be subject to the same rules as paper quotations. The Government anticipates award of this procurement on or around September 19, 2023. The successful contractor will be required to commence work within 10 calendar days after receipt of the Notice to Proceed and complete all work within 75 calendar days. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
