- The Department of Interior (DOI), United States Geological Survey (USGS), Associate Chief Information Office (ACIO), Science Information Delivery (SID) branch requires the renewal of annual MySAP Enterprise Resource Planner software maintenance contract for the USGS Integrated Business Solution (IBiS). The SAP system runs the store, inventory control, and point of sale system for the USGS. Failure to renew maintenance on the suite could result in the loss of revenue and public trust as the USGS Store is the main public resource for purchasing USGS products (maps, brochures, etc.) as well as our cooperators' products (National Park Passes, etc.). The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Software Information Resource Corp., unless it is contacted by any vendor who believes they can provide the same service. Vendors are invited to contact the Contract Specialist, Miranda Blankenship (mblankenship@usgs.gov) no later than 5:00PM EST, Tuesday, August 8, 2023 with an affirmative answer. The following information is provided to demonstrate the proposed contractor�s unique qualifications: Per included letter from SAP Public Services: ""SAP Public Services is the proprietary owner of the product and full rights to underlying code and script to support and maintenance the software. As the sole authorized provider for support fixes, upgrades, technical support and any affiliation with the support of the product licenses, SAP is the only company that can provide the actual proprietary support and maintenance to SAP products.� Replacing the software at this juncture is not possible because the software interfaces with the financial back end of the USGS Store web application. The Science and Information Delivery (SID) program began utilizing SAP Enterprise Resource Planner suite some time in FY08 or FY09 to manage the content, inventory and payment of USGS products sold online and through the USGS Earth Science Information Centers and USGS stores. The entire system is built upon the SAP suite of business tools. Due to USGS realignment and attrition an exact investment amount is not known but is estimated to be roughly [REDACTED] with an initial purchase price of the software and contracting expertise required to build the store at [REDACTED] and over [REDACTED] invested in maintenance and support. To procure a new technology and contract out the migration/rebuild of a new USGS store would exceed [REDACTED]. Any new solution would require similar brand name maintenance within a year. No other product is compatible with the existing coding and infrastructure. Market research indicates competition is not available as stated in the paragraph above which gives an excerpt from the Sole Source letter provided by the vendor. Replacement software is not in the best interest of the taxpayer as delineated in the paragraph above. Should SID determine a new business management system be needed or the SAP product becomes unsupportable, the USGS will do a full and open a competition for a new product.
