- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, Network Contracting Office 10, intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR Part 13.106-1(b)(1)(i), Soliciting from a Single Source for the items listed below. The associated NAICS code for this is 332999. The vendor will be Andela Tool & machine Inc., 493 State Route 28, Richfield Springs, New York 13439. Description of requirements: GP-Mini Andela Glass Pulverizer/Screen Unit Hand Feed Mist Misting System Training The Andela Glass Pulverizer is the only one that can meet all of the requirements of the VA. The VA is limited in spacing available on the dock where it will be located and this unit can fit into the footprint available. It fits within the maximum measurements: Height 6 Feet, Length 7 Feet, Width 5 Feet. The VA cannot have a gas-powered pulverizer inside the building where the loading dock is located. Andela s system is not gas powered. Andela s system also meets the requirements for two collection bins that allow the glass/sand mixture to be collected in one bin, while paper labels and trash are collected in another bin. It also meets the Buy American Act as it is made in the USA. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
