Description
SPECIAL NOTICE NRMAF0002301135SRG *** National Oceanic and Atmospheric Administration's (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Sky-Drones Technologies Ltd of London, England, United Kingdom for the purchase of two SkyLane-350 ready to fly vertical take-off and landing�(VTOL)�drone, 350 cm wingspan. ***The sole source determination is based on the NOAA, Great Lakes Environmental Research Laboratory (GLERL)�need for SkyLane-350 drones which meet the higher capacity payload of a 3-hour flight time under hyperspectral camera and extended flight not offered by the current United States made drones. The flexibility of the SkyLane-350 drone supports the intended sensor payload.� There is no other known drone which will suffice.� The Sky Lane 350 provides faster integration and low risk to be impacted by the American Drone Security Act. No other vendor can carry the weight of our payload which is 4 kilograms. This specific drone is currently being utilized by the NOAA Office of Marine and Aviation Operations (OMAO). Prior to usage it was put through the airworthiness certification and is approved to perform to the required standards. The drone is currently the only drone qualified�and�meets�the requirements. � Delivery is to be made within 3 months or sooner after award. ***This notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
