Attachment 1: Single Source Justification for SAP under $150K VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K) Acquisition Plan Action ID: Lombardi Comprehensive Cancer Center, Mass Spectrometry and Analytical Pharmacology Shared Resource (MSAPSR) at Georgetown University Contracting Activity: Department of Veterans Affairs, VISN 05, Washington DC VA Medical Center Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The services being requested in this contract involve two Core service groups at the Lombardi Comprehensive Cancer Center, Mass Spectrometry and Analytical Pharmacology Shared Resource (MSAPSR) at Georgetown University. These involve namely, 1. The Flow Cytometry/Cell Sorting Shared Resource (FCSR) at Georgetown University will provide both flow analytical services and cell sorting services for this project as needed. The FCSR will provide raw flow cytometry data in the form of FCS files delivered via Box. The analytical software, FCSExpress 7, will be provided to the client for data analysis as well as additional analysis help from the FCSR staff. For sorting experiments, the FCSR will provide the sorted cells to the client or to the MSAP at Georgetown at the direction of the client. Data files from the sorting will be provided as detailed above. The goals of the current grant-funded project require detailed flow cytometric analysis and the isolation of specific cell types (via cell sorting) 2. The Metabolomics Shared Resource at Georgetown University will provide both targeted and non-targeted analytical services for this project as needed. The Metabolomics Shared Resource will deliver data files via Box. The analytical software will be provided to the client for data analysis as well as additional analysis help from the Metabolomics Shared Resource staff. The goals of the current grant-funded project require detailed metabolic analyte examination of isolated cell types using cutting edge spectroscopy devices to assess an array of metabolic mediators and compounds. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This service contract request (3 years) is being requested to support the grant funded CSRD Merit Review Award given to Dr. Stefan Schieke. This grant project requires both flow cytometric and metabolomic services to complete the specific aims funded through this VA OIRD grant. As Dr. Schieke currently works as a physician and faculty member at Georgetown University and as the majority of the patient samples being collected will occur at Georgetown University and the adjacent MedStar Institute, the work request is for sole source approval through the Lombardi Comprehensive Cancer Center, Mass Spectrometry and Analytical Pharmacology Shared Resource (MSAPSR) at Georgetown University. Moreover, Georgetown University is currently an affiliate University of the DC VAMC. Dr. Schieke s grant specifically describes the precise nature of the flow cytometric and metabolomics services for the examination of the cancer patients being examined at either the MedStar Institute or Georgetown University. Samples will be processed either directly at the DC VAMC and subsequently at the MSAPSR at Georgetown University or directly from the clinics at Georgetown University/MedStar (both on same campus in Georgetown) to the MSAPR facility for processing and examination. The locality of the Lombardi FCSR and the Georgetown and MedStar clinics is critical for the performance of this study. Moreover, prior experience with the Georgetown MSAPSR has demonstrated that the manner in which samples are processed at identical to the manner in which prior samples were processed and analyzed in Dr. Schieke s prior VA facility in Wisconsin. Thus, all of the past data and any new data derived will be comparable for analysis and comparisons with the patient populations. Our needs are quite critical for both basic and clinical research and the contract support of this project is critical for the grant completion. Description of market research conducted and results or statement why it was not conducted: This service contract request (3 years) is being requested to support the grant funded CSRD Merit Review Award given to Dr. Stefan Schieke. As a faculty member, Dr. Schieke also receives a faculty discount for the requested services through the Lombardi Comprehensive Cancer Center, MSAPSR. Furthermore, Georgetown University is also currently an affiliate University with our DC VAMC and there are many interactions between our staff, faculty, and services at both facilities. Dr. Schieke s grant specifically describes the precise nature of the flow cytometric and metabolomics services for the examination of the cancer patients being examined at either the MedStar Institute or Georgetown University. Dr. Schieke s collaborators experience with Georgetown MSAPSR have demonstrated that samples are processed in an identical manner to that performed at the Wisconsin VA Medical Center, the facility where Dr. Schieke initiated this grant, and his study aims. Thus, all the past data and any new data derived will be comparable for analysis and comparisons with the patient populations. Our needs are quite critical for both basic and clinical research and the contract support of this project is critical for the grant completion.
