Description
PUMPKIN CREEK LOW-TECH PROCESS BASED RESTORATION This is a sources-sought notice / request for information (RFI) only. This is not a request for a quote or proposal. This RFI is issued solely for market research purposes and does not constitute a solicitation. The Government will not reimburse the costs of preparing responses to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary to create the resultant solicitation. This RFI is issued by the Bureau of Land Management, Montana/Dakotas State Office, for the purpose of performing market research to determine the availability, interest, and capability of small businesses under NAICS Code 541620 - Environmental Consulting Services. Background: The Bureau of Land Management (BLM) has a need for implementing Low-Tech Process Based Restoration techniques along 8 miles of Pumpkin Creek to kickstart natural processes that historically maintained the hydraulic, hydrologic, and geomorphic processes of healthy riverscapes. A design plan has already been developed that the contractor will be expected to follow. The project site is broken out into 16 complexes, each with a restoration objective to be met. The design plan lays out the number of structures to be installed in each complex as a range (e.g., 10 � 15 structures). The average number of structures for the entire 8 miles is 235. The Government is planning on having a base requirement as well as 3 options: Base: Apply treatments within Complexes 1-13 as shown in the Pumpkin Creek design plan (Attachment 1) pages 21 and 26. Option 1 is to apply treatments within Complex 14 as shown in the Pumpkin Creek design plan (Attachment 1) pages 23 and 26. Option 2 is to apply treatments within Complex 15 as shown in the Pumpkin Creek design plan (Attachment 1) pages 23 and 26. Option 3 is to apply treatments within Complex 16 as shown in the Pumpkin Creek design plan (Attachment 1) pages 23 and 26. Submission requirements: Potential sources are invited to submit a response via e-mail to jalvarez@blm.gov no later than (1:00pm) (MDT) on (4 August 2023). Only attach MS Word/Excel compatible files or Adobe Acrobat PDF files in electronic correspondence. Telephonic inquiries will not be considered. Please provide the following information: 1. Socio-economic categories associated with the company (i.e., SDB, WOSB, VOSB, etc.) 7. Identify if your company has any current GWACs i.e., GSA schedules, NITAAC, SEWP, etc. 8. Capabilities Statement 9. After reviewing the Performance Work Statement and Design Plan: a. Provide the biggest issues you foresee during the performance of this project. b. Errors that need corrections before solicitation. c. Any other concerns.
