Notice of Intent to Sole Source HT941023N0082 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for the upgrade and server transfer for the Rees Temperature Monitoring Systems at USNH Armed Services Blood Bank Center Okinawa and US Naval Hospital Okinawa in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Rees Scientific USA 1007 Whitehead Road Ext Trenton, NJ 08638 The North American Industry Classification System (NAICS) code for this requirement is 811210 � Electronic and Precision Equipment Repair and Maintenance; the business size standard is $34,000,000. The Product Service Code (PSC) is J065 - Maint/Repair/Rebuild Of Equipment- Medical, Dental, and Veterinary Equipment and Supplies. The objective of this sole source award is to procure non-personal services to upgrade and server transfer of the Rees temperature monitoring systems and its software databases. The anticipated period of performance is 07 Aug 2023 through 11 Aug 2023. United States Naval Hospital (USNH) Okinawa and the Armed Services Blood Bank Center (ASBCC) Okinawa currently use a REES temperature-monitoring system. The systems operate as two separate Programs of Record (PORs) because they were purchased separately and the infrastructure for both systems are separate. The operating system of the servers for both Rees systems is Windows 2012. For the purposes of keeping the system up-to-date and maintaining Cyber Security standards, both servers must be upgraded to Windows 2016 in order to have the systems be compatible with GENESIS IT when it becomes online October 2023. USNH Okinawa and ASBCC Okinawa will require a Rees technician to be on site to replace existing hardware with replacement equipment sent to the site by Tech Support. The following Performance Work Statement (PWS) details the effort that must be undertaken to support the operations and maintenance of the equipment required to provide the services described above. Regulatory compliance with the Food and Drug Administration requires that temperature monitoring systems are serviced and validated on an annual basis to ensure they are properly functioning. The system protects a frozen inventory valued at $3,000,000.00. Pharmaceutical products and other cold storage required medical and dental materials. Other vendors do not have this feature. Rees Scientific USA (Rees) is the Original Equipment Manufacturer (OEM) and distributor of the Rees Scientific Presidio Monitoring Systems currently at USNH Okinawa and ASBCC Okinawa, therefore, the Rees technicians performing the service maintenance are certified to work on the equipment. Rees is the only source that can provide the service required. All completed work shall be certified to meet OEM specifications. The work shall be performed at: Armed Services Blood Bank Center Okinawa Camp Foster Bldg 968 Ginowan shi Okinawa Japan 901-2220 United States Naval Hospital Okinawa Camp Foster Bldg 960, Ginowan shi Okinawa Japan 901-2220 Based on market research, Reesis the only source that can meet the Government�s minimum requirements to access the Rees monitoring system software and migrate the proprietary databases from the current servers to the new servers with calibration to be done in accordance with OEM specifications. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for United States Naval Hospital (USNH) Okinawa and the Armed Services Blood Bank Center (ASBCC) Okinawa. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
