Description

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), on behalf of the Northeast Fisheries Science Center (NEFSC) Milford, Connecticut, requires fire alarm and sprinkler system services for base year plus four option years, as specified in the solicitation and statement of work.� The purpose of this announcement constitutes a pre-solicitation announcement of a proposed contract action pursuant to FAR 5.204.� This is not a solicitation.� No response is requested at this time.� A formal solicitation will follow this announcement with full details, including a response deadline, complete pricing schedule, statement of work, site visit and instructions to offerors.� The formal solicitation is expected to occur on or around 28 July 2023, hard copies of the RFQ will not be issued.� �� INTERESTED PARTIES ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT.� The solicitation will be issued as a 100% small business set-aside.� The NAICS code is 561621 with a size standard of $25.0M.� Description of Work:� The work consists of fire alarm and sprinkler system services (base plus four option years) for NOAA/NEFSC located at 212 Rogers Avenue, Milford, Connecticut 06460, as specified in the solicitation and statement of work.� Department of Labor Wage Determination (as incorporated) is applicable to the work. Period of Performance (base plus (4) Option Years):�� 1 October 2023 through 30 September 2028. Solicitation will be issued as a Request for Quote (RFQ) and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2023-04, effective June 2, 2023.� This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Procedures, and FAR Part 15, Contracting by Negotiation.� The Government anticipates awarding a firm fixed price contract to the contractor whose offer represents the Best Value based on price and non-price evaluation factors (Price & Technical (authorized service representative for systems) and Past Performance (through references). �The solicitation number is 1333MF�23�Q�NFFM0048? Hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the SAM.gov site for the solicitation release and all subsequent amendments. The anticipated award date will be on or around September 5, 2023.� This acquisition will be awarded as a firm fixed price order under Simplified Acquisition Procedures (FAR Part 12 (Commercial Acquisition) and FAR Part 13 (Simplified Acquisition)). All responsible small business sources may submit a quote which shall be considered by the agency. Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered and active within SAM.
