- The following questions are for market research purposes only, intended to assist the United States Space Force (USSF) in the development of the acquisition strategy for the subject requirement.� This is not a request for proposal/quote.� Responses to the below market research questions will not be shared with anyone outside of the USSF/STARCOM.� Any costs associated with an interested party�s responses to this request will not be authorized.� The Space Force is committed to continuous improvement and is working on new initiatives to achieve affordable programs, control costs, and incentivize innovation.� The goal of these initiatives is to successfully accomplish the mission within the constraints of a declining defense budget.� To achieve these goals, it is essential to collaborate with industry and realize savings from contractor-controlled costs and innovations. The STARCOM headquarters� staff is a forward looking, strategic-thinking arm and focal point for strategic planning efforts, integrations communications efforts, and leadership engagement actions, serving as a conduit of information and coordination to execute STARCOM strategy and policies. This contract shall provide HQ STARCOM Business Office and its subordinate units with acquisition and advisory support for managing and executing a portfolio of service contracts engaged throughout each stage of the Adaptive Acquisition Lifecycle, from pre-award to post-award activities for all assigned portfolios and/or programs to achieve the organizational mission of delivering responsive, mission-focused acquisition solutions that optimize warfighter operations. Please briefly respond to each of the following questions in your notice of interest: Please submit your company�s information to include Business Name, Point of Contact (to include email address and phone number), CAGE CODE, Business size and social economic status and a capabilities brief as it pertains to this requirement.� For this contract, the USSF is considering a Firm-Fixed Price term contract type.� If you agree with this contract typed, please explain why.�� Is there a different contract type you feel would be more appropriate?� Please state the SPECIFIC contract type that you would recommend and briefly explain your rationale. Are you a Small of Large Business? Do you intend to be the prime contractor for this effort? If you are the prime and are a Small Business, are you capable of performing 51% or greater of the requirement? Please include explanation in the capabilities brief. If submitting an offer as a prime contractor, please provide the anticipated subcontractor information for large and small business subcontractors including a description of supplies/services/functional areas to be performed, identification of business size (i.e. LB, SB, SDB< WOSB, VOSB, SDVOSB, HUBZone). Also, include the applicable NAICS code associated with the work, the anticipated subcontract value, and the anticipated percent of the total contract value to be subcontracted to each business size/type. In the event the RFP contains Controlled Unclassified Information (CUI), you must be registered in the Defense Logistics Agency (DLA) Joint Certification Program (JCP) and capable of receiving CUI. This is yet to be determined but the RFP may contain Controlled Unclassified Information (CUI). If this is the case, the Government will post the RFP but will not attach the document(s) with CUI. If your company is interest in proposing to this requirement, then your company will need to notify the Government and have an active Certification from the Defense Logistics Agency Joint Certification Program (DLA JCP). Once verified that your company has an active certificate, then the Government will provide these documents to your company via DoD Safe. Vendors may register for Certification at https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. DoD Safe may be accessed at https://safe.apps.mil/. Responses to this notice are not offers and cannot be accepted by the U.S. Government to for a binding contract or agreement. SpOC/SAIO will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to this RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, is one is issued.
