Questions and comments are due by 4:00PM EST on 04 AUGUST 2023.***** *****Questions and Answers regarding Project VISTA will be released with the Final RFP.***** 1. Description of Item(s) Being Procured: The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) has the need to acquire on behalf of Project Manager (PM) Intelligence Systems & Analytics (IS&A), a commercial item that will provide a software-only solution to meet the Weather Operational Effects (WxOE) interoperability, security, training, usability, and data management capabilities. It includes the associated support services, incidental services, and deliverables for the procurement of a commercial item solution to satisfy the WxOE requirements. 2. Program Objective / Needs: The program objectives and needs for this effort are outlined within the Draft Statement of Work (SOW) (Attachment 0001) and Draft Performance Requirements Document (PRD) (Attachment 0002) and will be provided upon request to the following: Ms. Meghan C. Delivery Schedule: This single award, indefinite delivery, indefinite quantity (IDIQ) contract will have an ordering period consisting of one (1) year base period and four (4) option years. Delivery, schedule, and performance requirements will be reflected in each delivery order issued under the proposed contract, based upon the identified program needs during the contract period of performance. The orders may have option periods. 4. Type of Contract: The Government intends to award a single award IDIQ contract with orders issued on a firm-fixed-price (FFP) basis. The acquisition will be issued as a small business set-aside award in accordance with Federal Acquisition Regulation (FAR) Part 12 and FAR Part 15. The North American industry classification system (NAICS) code is 513210 with a size standard of $47,000,000.00. The Draft PRD is considered Controlled Unclassified Information (CUI).� Vendors must provide a valid CAGE code and confirm they will treat the CUI in accordance with appropriate security measures. Project VISTA Utilization Importance If awarded this requirement utilizing based upon meeting the requirements of Subfactor 2- Project VISTA Innovative Technology of Section an award-fee may be offered for utilizing/maintaining the partnership with a small business that utilized a technology that was� developed/funded through the DA or DoD Research and Development programs such as but not limited to the SIBR or STTR Programs, Other Transaction Agreements, and the DoD Mentor-Prot�g� Program.� The Government requests potential offerors to provide approaches that would encourage utilization of the Project VISTA requirement. Note: The Government is requesting an exchange of ideas on how to best promote the utilization of this requirement: � Award Fee Type Contract: Per FAR 16.404, Award-fee provisions may be used in fixed-price contracts when the Government wishes to motivate a contractor and other incentives cannot be used because contractor performance cannot be measured objectively. Such contracts shall establish a fixed price (including normal profit) for the effort. This price will be paid for satisfactory contract performance. Award fee earned (if any) will be paid in addition to that fixed price. See 16.401(e) for the requirements relative to utilizing this contract type. Industry Best Practices.
