Description
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) solicitation package seeking to award a firm fixed price contract for the construction of the West Point Delafield Dam Decommission Project. The project scope includes Clearing of brush and vegetation, minor dewatering, excavation of pond bottom materials, removal of existing features such as retaining walls, miscellaneous concrete, swim platform, playground equipment, ornamental fences and other features as required by the contract drawings, installation of underdrain and outlet piping via directional bore, excavation of outfall channels, rip-rap armoring, stone placement, geotextiles, access ramp construction, backfilling of the pond, construction of stormwater collection swales, drainage structures, seeding and establishment of turf and incidental related work. All digging within the historically sensitive areas of post is to be done with the oversight of DPW Cultural Resources. Location: The work is located at the at the United States Military Academy at West Point, New York, 10996. The project area is within the installation�s Stony Lonesome Planning District, on a moderately steep hillside sloping generally from southwest to northeast, toward the Hudson River. The site of the work is on the property for a military reservation and all rules and regulations issued by the Commanding Officer covering general safety, security, and sanitary requirements, etc., shall be observed by the Contractor. The magnitude of this construction is estimated to cost between $5 million and $10 million. This project will be competed using Full and Open Unrestricted competition. The period of performance for this project is approximately 365 calendar days from the Notice to Proceed date. The specifications and Drawings will be posted electronically via the Contract Opportunities website at https://sam.gov/. The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction.� All questions must be submitted in writing via email to the Contract Specialist.� The media selected for the issuance of this solicitation and amendments shall solely be at the discretion of the Government; accordingly, the medium utilized for this project is the Internet.� Paper copies of this solicitation, and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/, and Contract Opportunities, located at https://sam.gov/, in order to safeguard acquisition related information for all Federal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandates the use of Construction Contractor Appraisal Support System (CCASS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default.
