- The Department of Veterans Affairs, Network Contracting Office 8, Bruce W. Carter VA Medical Center, 1201 NW 16th Street, Miami, FL 33125 intends to award a Firm-Fixed Price sole source procurement to Trillamed, LLC a Service Disabled Veteran Owned Small Business (SDVOSB) located at 30100 Telegraph Rd, Bingham Farms, MI 48025. This requirement is in support of the Cardiac ICU Department to provide three (3) GE CARESCAPE One v3.2 patient monitoring systems with installation and training. Market research was conducted and determined that Trillamed, LLC is the only SDVOSB authorized distributor of the OEM to sell this system to the Federal Government. This sole-source award to Trillamed, LLC is in accordance with 41 U.S.C. 1901 as implemented by way of the procedures in the Federal Acquisition Regulation (FAR) subpart 13.5. This Sole Source is authorized under FAR subpart 13.106-1(b), soliciting from one source if the contracting officer determines that the circumstances of this contract action deem only one source reasonably available. This Special Notice of Intent to Sole Source is not a request for Proposals or Quotations. No solicitation document exists and no telephone or email inquiries will be accepted. The Department of Veterans Affairs, NCO 08 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Also, prospective contractor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller to the Department of Veterans Affairs for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Interested parties are encouraged to furnish information by email only. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice must be emailed to Melissa Everett at melissa.everett@va.gov and received by 3:00 PM Eastern Standard Time on 08/03/2023.
