Description

The Centers for Disease Control and Prevention (CDC) National Institute of Occupational Safety and Health (NIOSH) Spokane Mining Research Division intends to award a sole source firm fixed price purchase order to Modern Concrete, Inc. for the synthetic rock suites required for rockfall testing in support of the Highwall Safety Project. Rockfall testing will be conducted in at various mines in northeastern NV near Elko. These synthetic rocks are logistically challenging to move with one suite weighing close to 15,000 lbs and a total of 4 weighing almost 60,000 lbs. Modern Concrete is the only precast company located in or near Elko, Nevada significantly reducing any distance the rocks need to be moved. Even if the Highwall project team could produce the rocks, the logistics required to transport the rocks includes 4 round trips from Spokane, WA to Elko NV which would be 5,232 miles for 2 trucks and trailers hauling 15,000 lbs of cargo each trip. This represents an unnecessary use of SMRD resources and safety risks associated with transportation. Modern Concrete in located near the area needed to conduct rockfall testing and is the only company in the region with these items in stock and capable of providing the necessary amount for the project. Hence they are the only reasonable selection for procurement source for the required synthetic rocks. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within seven (7) days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any response should be emailed to the appropriate point of contact at �EEH3@cdc.gov by 11:00 AM on 1 August 2023.
