- In accordance with FAR Subpart 5.2 this Notice of Contract Action (NOCA) is provided by the Air Force Life Cycle Management Center, International C2 & Sensors Division (AFLCMC/HBNK), Hanscom AFB, MA, to announce its intent to solicit a sole source request for proposal and award under the authority of FAR 6.302-1 to Raytheon Company, Woburn MA, for Taiwan Surveillance Radar Program - Space Objects and Display Tracking efforts. This effort will be under office FA2383 AFLCMC HBNK, but due to the status of the SAM system, former HBNK office DODAAC ""FA8730"" was used. The Government contemplates a 12 Month Firm Fixed Price Contract. This effort will provide enhancements to the current Taiwan Surveillance Radar System software to broaden the tracking and display to include Space objects. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 3204(a)(1) as implemented by FAR 6.302-1. This authority is stated in the Justification & Approval which will be published after award. A sources Sought synopsis for SRP system enhancements was previously issued 26 August 2022 under reference number FA8730-22-C-0061. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency; any submission is voluntary, and the Government will not reimburse any costs associated with the submission. The Government is under no obligation to acknowledge receipt of the information received, or provide feedback to the respondents with respect to any of the information submitted. Any submission will need to demonstrate how the source can provide qualified capabilities without incurring substantial duplication of costs or unacceptable delays to the program activities. Responses must be received within 15 days after the posted date of this NOCA. Anticipated contract award date is on or before 31 December 2023. An Ombudsman has been appointed in accordance with AFFARS 5352.201-9101.The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer.
