- Please see the following questions and answers to the solicitation.� The solicitation will not be extended.� Quotes are due by Friday, July 28, 2023. Questions and Answers 1. Question: Can the project be redesigned with the Quatra 4000? 1.1 Answer: The FirstNet cellular network(FN)/band is only feasible with the Quatra 1000 Line of products. The Quatra 4000 provides single-carrier boosting of multiple carriers but not of FirstNet which is planned for on this site.� Verizon and FirstNet are the two carriers to be boosted. 2. Question: In discussions with Nextivity (Cel-Fi), we have identified the product requested is no longer manufactured.� While some distributors have the Network Units and Coverage Units in inventory, there do not seem to be ANY Fiber Range Extender units to be had from either Nextivity (the manufacturer) or ANY of their distributors. Can we propose an alternative configuration? 2.1 Answer: Due to the infrastructure of the campus' interconnectivity being homerun Fiber runs, the Fiber Range Extenders, (FREs)are a crucial part of the build for this project.���Fiber is required to distribute the signal across the campus. 3. Question: For line item #12 can you confirm the connector types that are needed on these cables?� 3.1 Answer: N-Male crimp connectors 4. Question:� For line item #8 can you confirm if the attached is the proper antenna?� I ask b/c it seems alot for this application. � 4.1 Answer: QMA-male to N-Female adapters is 2 per network unit for 6 network units for a total of 12 adapters. The purpose of this Amendment 002 is to revise the evaluation factors and update the solicitation to remove ""Brand Name or Equal"". The Cel-Fi Quatra 1000 is the only brand that will meet the Government's requirement.� See the attached J & A. The Combined Synopsis Solicitation has been updated, see attached 127EAT23Q0030 Amendment 002. This is a combined synopsis/solicitation�for�commercial products�or�commercial services�prepared in accordance with the format in�subpart� 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only�solicitation; proposals are being requested and a written�solicitation�will not be issued. (ii)�The�solicitation�number is 127EAT23Q0030 and this is being issued as a Request for Quote (RFQ). (iii) The�solicitation�document and incorporated provisions and clauses are those in effect through Federal�Acquisition�Circular 2023-04. (iv)�This procurement is set aside for Small Businesses; the NAICS code is 334220 and the Small Business Size Standard is 1,250 employees. (v)� See Attached ""127EAT23Q0030 Combined Synopsis Solicitation"" that contains the Schedule of Items. (vi) Description of Requirement (including a list of any attachments) The Southern Geographic Area Coordination Center (South Ops or OSCC) requires a Cel-Fi Quatra 1000 Hybrid Active Distributed Antenna System (DAS) for boosting off-the-air cellular Radio Frequencies (RF) of two cell carriers; Verizon and FirstNet. The following factors shall be used to evaluate offers: FACTOR 1 - Technical Equipment meets government requirements. Offeror is an authorized reseller of Cel-Fi Quatra 1000 products. FACTOR 2 - Delivery Schedule FACTOR 3 - Price (b) A comparative evaluation will be performed to determine the offer that provides the best value to the government considering the factors listed above. ( c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer�s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
