- Amendment 0002 -�This amendment is issued to append ""Attachment 2: Collective Bargaining Agreement 2019-12248 rev 3 dated 012522"" with ""Agreement by and between Culpepper & Associates Security Services, Inc. and the Innternational Union, Security, Police and Fire Professionals of America (SPFPA) Thereof representing the Security Officers Located at FAA Southern Region Headquarters 1701 Columbia Ave., College Park, GA 30337."" Amendment 0001 -�This amendment is issued to answer questions submitted in response to SIR 697DCK-23-R-00123. The sign in sheet from the Site Visit held on 7/11/23 is also attached. No other changes result from this amendment. This Solicitation (SIR) is for Armed Guard Services for the Federal Aviation Administration (FAA) Southern Regional Office (ASO) in College Park, GA to be completed as required in the Statement of Work (SOW) that is located as attachment J-1 of the attached Solicitation 697DCK-23-R-00123. This acquisition is set aside for Service-Disabled Veteran Owned Small Businesses. The principal North American Industry Classification System (NAICS) code applicable to this effort is 561612 - Security Guards and Patrol Services Top Businesses. The resulting award will be Firm-Fixed Price Contract.� A Site Visit will be held on Tuesday, July 11, 2023 at 8:00 am Local Time. Attendance is recommended, however, not required. Please email the names of those attending and the name of the company they are representing no later than noon Eastern Time, Monday, July 10, 2023 to Valerie.Thompson@faa.gov and cc: Veronica.L.Ransom@faa.gov. Each company will be limited to two (2) total attendees. The address to the FAA ASO is 1701 Columbia Avenue, College Park, GA 30337. The vistor's center is located at Lee Street and Princeton Avenue.�Government-issued photo ID is required to enter the campus.�Questions will not be answered during the site visit. Please document all your questions while at the site visit and submit them to Veronica L. Ransom via email at Veronica.L.Ransom@faa.gov by the date and time as directed below.� Questions or comments pertaining to this SIR must be submitted in written form via email to Veronica.L.Ransom, Contract Specialist, at Veronica.L.Ransom@faa.gov no later than noon Eastern Time on Friday, July 14, 2023. Questions and responses that clarify the SIR may be provided to all Offerors; if this information is provided to all Offerors, the source of the questions will not be identified. Responses to all questions and any necessary amendments made to the SIR will be made by 3:00 pm Eastern Time on Friday, July 21, 2023. All responses must reference the solicitation number (697DCK-23-R-00123) and be submitted to the following email addresses: Veronica.L.Ransom@faa.gov and cc: Jennifer.J.Davis@faa.gov. L-1 REQUIRED DOCUMENTS The contractor MUST return the following completed documents as part of its offer: [ ] Section A, SOLICITATION, OFFER, AND AWARD with the �offer� portion completed, along with pricing, and if applicable, all SF30s, AMENDMENT OF SOLICITATION/MODIFICATION OF�CONTRACT acknowledged. [ ] Section K, Representations, Certification, & Other Statements of Offerors [ ] Past Experience:�Contractor�s primary line of business shall be providing armed security guard services continuously for at least the�past five (5) years. List all customers and facilities for which you had contracts to provide Armed Security Guard Services at facilities similar in size, operating 24 hours per day, (7) days per week with a similar level of security and volume of traffic. Provide a summary for each such contract describing the size of the facility and the number of employees used to service contract. [ ] Past Performance Surveys:�Arrange for at least three (3) past customers to complete and submit directly to the Contract Specialist (CS)�customer surveys to be considered by the Government in evaluating your firm�s past performance and customer satisfaction. To be considered in offer evaluations, completed customer surveys must be received by the CS no later than the closing date for submission of offers. The required form for customer surveys is attached as Attachment No.�J.5. [ ] Work in Progress:�List all current work in progress, including project names, contract award amounts and customer point of contact�names, email addresses and phone numbers. [ ] Available Resources:�A written summary of resources (including financial, personnel with resumes, and equipment) your firm has available, and plans to commit, to service this contract, if awarded. [ ] Financial information:�Submit copies of financial statements, Dun & Bradstreet reports, or other data you choose, sufficient to enable the�Government to evaluate your firm's financial condition and responsibility. [ ] Termination for Default, Cure Notices, or Show Cause Notices: A statement as to whether your firm has received any notices of potential termination for default, cure notices, or�show cause notices within the past three years, including the circumstances and outcome. [ ] Training Plan:�Offeror shall provide a Training Plan which describes how the offeror intends to implement an on-going�training program to ensure that all employees are trained and certified for their positions without any interruption of services. [ ] Licensing Requirement:�Offeror must provide their current license issued by the State of Georgia's Secretary of State Board of Private�Detectives and Security Agencies, and confirm the license will be eligible for renewal, if required, during the contract term. SA61 CONSIDERATION OF PRICE - LOWEST PRICED TECHNICALLY ACCEPTABLE (LPTA) SOURCE SELECTION The offeror must submit pricing information as prescribed in PART I - SECTION B of the Request for Offers. The Government will make award based on successful negotiation of price and conformance with solicitation terms and conditions to the lowest priced, technically acceptable offer. Each offeror is required to provide a price for each contract line item (CLIN). Failure to comply may result in the rejection of the subject offer. A single award will be made. There shall be no split award. In the event that the CLIN price for any line item is materially unbalanced, the entire offer may be rejected without discussion with the offeror. In the event of any disparity between the CLIN price and the total offered price, the CLIN price shall be deemed correct, and the total offered amount shall be revised accordingly, unless available information indicates otherwise. (End of Provision) Contractors must be registered with the System for Award Management (www.sam.gov) with an Active status on the date established for receipt of offers (July 28, 2023). Reference AMS Clause 3.3.1-33, paragraph (d), �if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror.� DURING THE SOLICITATION, ALL COMMUNICATIONS WILL BE CONDUCTED ONLY WITH VERONICA L.
