Description
Notice of Intent to Sole Source The National Institute of Standards and Technology (NIST), Engineering Lab (EL), Environment Division intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with Gerstel Inc. (Gerstel) to upgrade the Environment Division�s Gas Chromatogram Injection System. Background Information and Basis for Sole Source The Indoor Air Quality and Ventilation Group within the Energy and Environment Division supports the development of ASTM test methods, standards, and reference materials.� One effort within the group involves the measurement of air cleaner chemical byproduct production and wildfire smoke partitioning indoors.� The thermal desorption system on the gas chromatograph is an important component to analyze trace chemicals in a time averaged fashion.� This ability is critical to quantified the penetration of smoke related chemicals in the indoor environment, by providing time averaged data.� The existing thermal desorption system consists of a thermal desorption unit (TDU), cooled injection system (CIS), multipurpose sampler (robotic arm, MPS), dynamic headspace analyzer (DHS), 40 mL volatile bottle analysis system, universal Peltier cooler (UPC) and associated trays and syringe systems.� The TDU and MPS are no longer supported by the manufacturer.� This effort it to replace the MPS, TDU and other required components to keep the integrated system operational and fully supported by the manufacturer.� This requirement is to replace several components of a gas chromatograph mass spectrometer (GCMS) injection system made by Gerstel. The injection system consists of many parts that work together, including a robotic arm, a cooled injection system, two Peltier cooling components and a thermal desorption unit. These proprietary components work together to allow the system to inject chemicals from thermal desorption tubes to the GCMS. The NIST thermal desorption unit (model TDU1) and robotic arm are no longer supported by Gerstel if it breaks or no longer works. This purchase is to replace 1) the current unit (TDU1) with a supported model (TDU3.5+) that is more appropriate for indoor air work, 2) the robotic arm, 3) upgrade the dynamic headspace sampler so it works with the TDU 3.5+, 4) upgrade other associated components so they work with the robotic arm. Gerstel is the only manufacturer that makes instruments that are compatible with the existing NIST GCMS injection system (including the Gerstel cooled injection system and Peltier coolers). There are no know non-Gerstel products that can integrate with the Gerstel injection system. If the components are not replaced the system may no longer operate in a safe manner or fail to work at all rendering the entire gas chromatograph mass spectrometer in capable of analyzing data. Without the ability to operate the gas chromatograph injection system the Indoor Air Quality and Ventilation Group would not be able to analyze low chemical concentration time averaged events, like wildfire infiltration in NIST test houses. As such, the Government�s intent is to negotiate with Gerstel Inc. to upgrade the Environment Division�s Gas Chromatogram Injection System. General The North American Classification System (NAICS) code for this acquisition is 334516-Analyitcal Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the listed due date, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response due date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Seth Kaplan at seth.kaplan@nist.gov. All responses to this notice of intent must be submitted so that they are received at seth.kaplan@nist.gov no later than the aforementioned due date.
