Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this Request for Information/Sources Sought Notice (RFI)/(SSN) as a means of conducting market research to identify parties having an interest in and the capability to fulfill this requirement for a stainer and coverslipper system in support of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) at Fort Detrick in Frederick, MD. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334516, Analytical Laboratory Instrument Manufacturing and the�Product Supply Code: 6640, Laboratory Equipment and Supplies. THERE IS NO SOLICITATION AT THIS TIME. This RFI/SSN is for market research, information, and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of USAMRAA or USAMRICD. Submission of any information in response to this market research is purely voluntary; the Government assumes no financial responsibility for any costs incurred. 1. Background 1.1. USAMRICD has a mission to discover and develop medical products and knowledge solutions against chemical threats with the vision of strengthening our nation and our world by rendering chemical threats medically harmless. Pathology involves inspection of tissues, grossly and/or via a microscope and slides, to determine the causes and effects of diseases and chemical, biological and kinetic threats and potential therapeutics. Microscope slides must be stained and coverslipped to view and protect the tissue. Automated histology microscope slide stainers and coverslippers are the safe, reliable, efficient way to stain and coverslip microscope slides. 1.2. USAMRICD has a requirement for a stainer and coverslipper system to replace the system equipment currently in place that has reached the end of their life cycle expectancy and. maintenance expenditure limit (MEL). 2. Scope 2.1. USAMRICD anticipates the award of a firm-fixed contract to supply the stainer and coverslipper system that meets all of the Minimum Essential Characteristics (MECs). The anticipated award date of the resultant contract will be no later than 30 September 2023. 2.2. The general scope of this supply requirement is to procure a stainer and coverslipper system. 2.3. The stainer and coverslipper system will be delivered to Aberdeen Proving Ground, MD. 3. Capability Statement/Information Sought All qualified contractors (both large and small businesses) interested in this requirement shall submit one comprehensive and fully integrated Capability Statement to cover the requirements identified in the Minimum Essential Characteristics (MECs) (Attached to this Request for Information/Sources Sought Notice as Attachment 1). The response shall include the following: 1) Organization name, address, email address, Web site address, telephone number, size and type of ownership for the organization under NAICS code 334516, Analytical Laboratory Instrument Manufacturing. 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting the ability to meet or exceed the specifications identified in the MECs found as Attachment 1. 3) Experience providing on time delivery or better of equipment similar in scope. The experience documentation should identify whether the participant was the prime or subcontractor. past performance documentation is limited to one page per contract description. 4. Submission Instructions Interested parties who consider themselves qualified to meet the requirements detailed within the attached Statement of Need are invited to submit a response to this Sources Sought Notice by 10:00 A.M. Eastern Time on 4 August 2023. All responses under this Sources Sought Notice must be emailed to Karyn Williams at karyn.m.williams2.civ@health.mil. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their written submissions. Submitted responses will be reviewed initially by the Contracting Officer to ensure that they are an affirmative response.� All submissions received by the date and time provided in this notice (and determined to be responsive) will be considered by the Government. 5. Disclaimer and Important Notice This Sources Sought Notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work described herein. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. 6. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary information in any resultant solicitation.
