- Notice of Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office 23 intends to award a sole source contract under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Terumo Cardiovascular. Contractor shall provide all equipment and accessories, installation services, and project management support for autotransfusion systems and accessories at the Minneapolis VAMC. This is a brand specific procurement for Temuro C.A.T.Smart Autotransfusion Systems and accessories. The NAICS code is 339112 with a size standard of 1000 employees. This action will result in a Firm-Fixed Price contract with a base period and no option years. This notice of intent is not a request for quotations; interested parties may express their interest by providing a capabilities statement no later than July 28th, 2023, at 17:00 CDT. Any equivalent autotransfusion systems offered must possess the salient characteristics identified in the draft Statement of Work below. Additionally, any accessories to the autotransfusion system must bring it to the same level of functionality as the accessories listed in the draft Statement of Work. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to Announcement, Notice of Intent. If after the deadline listed above no viable responses have been received in response to this announcement, Department of Veterans Affairs shall obtain an offer only from Terumo Cardiovascular. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. Statement of Work Project Title Autotransfusion Systems FY 2023 Background Minneapolis VAMC has a need to procure equipment for the Surgery Service at Minneapolis VAMC. The currently used Fresenius Kabi USA C.A.T.S. PLUS autotransfusion systems are approaching end of life and must be replaced. This equipment is required to allow the Minneapolis VAMC surgery service to meet the current clinical needs of their patients. Scope Minneapolis VAMC is seeking a firm fixed price to purchase and deliver the autotransfusion systems. The project includes equipment procurement, delivery, minor setup, and clinical end-user training. The Terumo / Fresineus CATS Cell Saver has multiple wash modes that allow the operator to customize the processing time to the situation. Continuous blood processing. The Terumo / Fresineus CATS Cell Saver utilizes a continuous blood processing technology versus single bowl batch processing used by other manufacturers Minimal attention required for bypass cases utilizing the perfusionist as an operator. The Terumo / Fresineus CATS Cell Saver requires minimal attention while continuously processing. On-site Training The contractor providing the equipment will be responsible for training staff/users. The contractor prior to and at the time of setup shall provide staff education at the Minneapolis VAMC. A system technology and services education professional shall administer the training. Education curriculum must include the following: A. Operations and set-up B. User maintenance C. User troubleshooting tips Period of Performance Deliver no later than 10/31/2023. Place of Performance The contractor shall deliver the items to 1 Veterans Dr., Minneapolis, MN 55417. Delivery/Setup The contractor shall coordinate delivery, setup, and training with the Minneapolis VAMC Point of Contacts (POCs)
