The Defense Information Systems Agency (DISA) is seeking sources to acquire Common Network Planning Software (CNPS) Enhancement and Sustainment services for the Project Manager, Integrated Enterprise Networks (PM IEN), Product Manager Wideband Enterprise Satellite Systems (PdM WESS), Project Officer Wideband Control (PO WC) CONTRACTING OFFICE ADDRESS:� � � �DISA/Defense Information Technology Contracting Organization (DITCO) � � �2300 East Drive � � �Scott Air Force Base, Illinois 62225-5406 INTRODUCTION: This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses (including the following subsets: Small Disadvantaged Businesses, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services. This requirement falls under the PO WC as part of its mission to acquire and install state-of-the-art strategic satellite network control and planning systems for use with the Defense Satellite Communications System (DSCS) and Wideband Global Satellite Communication (WGS) satellite constellations.� CNPS is one of the critical System of Systems (SoS) of the Wideband Satellite Communication (SATCOM) Operational Management System (WSOMS) architecture.� CNPS provides enhanced planning capability for the Wideband Global SATCOM (WGS) satellites and continues to support the Defense Satellite Communications System (DSCS) satellites.� One of CNPS primary functions is to configure the complex communications payload on the satellite constellations to accommodate critical communications requirements. PO WC requires support to integrate hardware and software products with any necessary modifications to deliver end items that meet the CNPS functional and performance requirements as delineated in the CNPS system specification, associated interface control documents, and other related documents.� This acquisition will be comprised of program management, system engineering, configuration management, technical manuals, training, and quality assurance services supporting the production, deployment, and life cycle support of CNPS.� The anticipated Period of Performance:� March 26, 2024 through March 25, 2029 The anticipated Place of Performance:� The CNPS Program Office is located on Fort Belvoir, Virginia but the primary work will be performed at the contractor�s facility.� Frequent travel to the Tobyhanna Army Depot (TYAD) will be required for testing, integration, and training requirements.� TYAD is where all WSOMS test events will occur prior to operational fielding.� Additional installation work is to be performed at government worldwide locations.�� DISCLAIMER: THIS SOURCES SOUGHT NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS NOTICE.� ANY INFORMATION SUBMITTED BY RESPONDENTS IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract number: 47QTCK-18-D-0011 / W52P1J20F0073 Contract Vehicle:� Alliant 2 Incumbent and their Size: Northrup Grumman Systems Corporation, a large business Method of previous acquisition:� Full and open competition under Alliant 2 Period of performance: November 26, 2019 through March 25, 2024 REQUIRED CAPABILITIES: CNPS� required capabilities/core competencies are provided below: 1)� Department of Defense (DoD) SATCOM Knowledge and Expertise - The contractor must assemble a team with diverse skillsets, knowledge and understanding specifically for both CNPS and WSOMS subsystems and other external systems in order to fully satisfy the CNPS requirements.� These skillsets will primarily be utilized to port databases, modify existing software, build new software, implement interfaces, and test with WSOMS Subsystems.� This expertise should incorporate innovative approaches and software engineering best practices in order to design a viable architecture end to end, and field a fully functional system.� Please provide examples of the expertise of its personnel in DoD SATCOM technologies and operations, and experience with project execution as an integrator, prime, and subcontractor. 2)� Agile and Development Operations (DevOps) - This effort will rapidly develop capabilities and integrate with other WSOMS subsystems using Agile and DevOps methodology.� Please describe your experience with Agile methodology and DevOps tools / practices and include details on the challenges you have overcome with similar initiatives.� Identify any Agile ceremonies and activities that are implemented. 3)� Software Releases - Software enhancement releases are typically required every 4-months.� Additionally, cybersecurity releases are required to be completed quarterly with the ability to provide monthly cybersecurity releases in the future.� All software releases will be successfully completed through a rigorous release management process governed by the Scaled Agile Framework (SAFe).� Release management activity includes various validation and acceptance testing activities such as Preliminary Qualification Testing (PQT), Formal Qualification Test, System Integration Test, System Readiness Testing, and Government Confidence Testing.� Please highlight your experience in the development of the target software capabilities listed below: Controller Tools - An ability to provide tools to Wideband Satellite Controllers and Planners to manage day to day operations including knowledge management, rules-based management / tipping, and queuing.� CNPS users access and utilize shared data from diverse subsystems in a Common Data Warehouse.� The Controller Tools will be ongoing, as enhancements will be provided during each CNPS software release. Software Problem Change Request (SPCRs) Resolution - An ability to resolve product defects and issues, and provide enhancements to the system.� SPCR resolution work will be ongoing to resolve issues, bugs and during each Wideband SATCOM Trend Analysis and Anomaly Resolution Sub-system (WSTARS) software release. Describe and provide examples of your company�s experience developing, configuring, testing, and deploying software releases in a global setting stating specific products when possible.� 4)� Automation - CNPS program develops and implements methods to reduce human interaction and decision making on complex issues; therefore, automation of testing and more important automation of configuration selections is a key requirement.� Describe and provide an example of your company�s experience developing and deploying systems to use an automated process and reducing manual interaction with the system, with a focus on software queries, comparisons, and filtering of available data. SPECIAL REQUIREMENTS: 1) �The work to be performed under this effort is up to the TOP SECRET level and will require a company facility clearance at the TOP SECRET LEVEL.� Additionally, the contractor will be required to have a minimum of two (2) engineers that can hold and maintain a TOP SECRET with eligibility for SCI to perform work tasks on highly classified programs. 2)� The work to be performed under this effort in the contractor facility is up to the SECRET level; however, the company must have a TOP SECRET Facility Security Clearance from the Defense Counterintelligence and Security Agency.� In addition, the contractor shall be able to assume and maintain an accredited SECRET, Authorized to Operate Development Lab at the contractor�s facility as inspected and certified by the Defense Counterintelligence and Security Agency.� Interested businesses shall state if it meets these security requirements. 3)� The contractor is expected to onboard key personnel upon contract start, achieve 50% staffing within 2-weeks of contract start, and achieve 100% of staffing within 30-days of contract start in order to begin execution of relevant requirements and establish/maintain the CNPS Product Roadmap.� This is required in order to effectively assist the operational environment and currently fielded CNPS sub-system.� Furthermore, the contractor is expected to receive and be accountable for Government Furnished Property and Government Furnished Information.� Interested businesses shall state if they currently possess these capabilities and if not, how, and when they could meet this requirement. SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 541512 (https://www.census.gov/naics/), with the corresponding size standard of $34 million (https://www.sba.gov/document/support--table-size-standards).� In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting. To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering.� Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.
