This notice requests industry assistance/expertise to define the US Government's need and the cost associated for a potential future requirement/project. The information provided in this RFI is subject to change and is not binding on the US Government. Product/Information provided in response to this RFI is for US Government use only. US Government seeking voluntary submissions at no cost. The US Government has not committed to procuring any of the items/services discussed. The release of this RFI should/shall not be construed as a commitment or as authorization to incur a cost for which reimbursement would be required or sought. All submissions/responses shall be considered the property of the US Government property and will not be returned. NAICS: 611430 � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � OPPORTUNITY The United States Marine Corps has the Marine Corps Enlisted Aid Program (MCEAP) and as part of the program enhanced training is being sought for professional Household Management (HHM).� The responsibility of this U.S. Government employee, after receiving credentials or 'proof of achievement�, to be capable of performing in a professional/formal environment: Afternoon Tea service; Coffee service; Wine (Basic understanding and pairing); Creating a wine inventory/Managing a wine cellar; Creating floral arrangements (Basic); Addressing guest preferences in the moment; Creating and maintaining a guest preference record; Creating and maintaining a guest history record; Household Mechanicals; Security (Basics) Household Service Skills Mixology/Bartending (Basic) Laundry Service (material recognition and handling); Housekeeping Service (Basic) � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � �WHAT IS BEING SOUGHT? Requesting industry to identify their respective business(es) that provide credentials or 'proof of achievement� to a student that has provided the enhanced professional training required in the subject areas addressed above as a subject matter expert, at the minimum. A company that can provide all materials and references that will aid in the instruction of applying practical hands-on instruction.� Location of training to be web based, onsite, or mixed at a designated US Government designated location. A company that can provide intense on hand onsite practical application / training that will not exceed 30 days (4 weeks). The NAICS anticipated though open to other applicable NAICS is 611430.� If responding to this notice and not using 611430 please state NAICS being used and the business size. It is requested that the following information be provided: Name of Organization, CAGE Code, UEI, and Email address for primary point of contact. Description of your company�s capabilities and experience. A statement that all subjects listed are provided and a link or class description that can provide the level of detail explaining its provided curriculum. If your company has an existing U.S. Government contract, please provide the contract number. What are the key cost drivers? What variables drive the price up or down? What can be done to minimize the cost? Are the subjects listed to restrictive to a single source? Why? What are the company�s suggestions to make it less restrictive? Are the subjects identified too vague/broad? What is more needed to be more specific about the course needed? What would your company consider the key discriminator if a given proposal were to be evaluated? What is a certain identifier of positive or negative proposal? Are your company�s offerings considering a �Supply� or �Service�? Ex a Supply would be a per cost per student whereas a serv ice would be the instructor themselves. If �Service� is the labor covered under the Service Contract act or considered professional services? If neither, please explain why. What training certification is required to train students and issues certifications to such students? What is the minimum and maximum quantity of students that your company will consider holding a class? Does your company provide a hybrid of online and onsite training? Does your company practice tier pricing or a flat rate cost per student? EX of tier pricing 1 to 5 students at $1.50, 6 to 10 students $1.00, 11 or more $ 0.75. Can you provide your company�s experience? This is to target subject matter expert for each of the above topics as to familiarity with topic. What do you deem are qualifiers to provide such training? Can you provide how familiar your company is (or how they adapt/train) with cultural and international protocol experience? What executive level protocol experience, for a variety of transportation modes, are you aware of? Does your training provide this support? What is your company�s ratio of instructor to student? On hand particle application is considered best practice What is the lead time required from contract award to actual performance start date to have a successful training session? With the understanding the US Government cannot do advance payments until the receipt of the service/supply/deliverable, how does your industry prefer to invoice. Example If materials for training shipped/delivered and received by the US Government is it a preference to invoice at that time or at the completion of the course? ANY other additional information that was not addressed is definitely welcomed The industry partners that respond to this RFI will be assumed to have interest in such requirements and company specifics retained for future use.� Please provide responses by 4 August 2023 at 1200 EST (Quantico Time) electronically (email) to Daniel.Baker@usmc.mil.� Please keep in mind of the size limitations; attachments cannot exceed 10 M.� We do appreciate your participation
