Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Subpart 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both the System for Award Management (SAM) Contract Opportunities webpage (https://sam.gov/) and the Navy Electronic Commerce Online (NECO) website (http://www.neco.navy.mil/). This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-04 and DFARS Change Notice 20230609. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/dfars. This solicitation is a Request for Quotation (RFQ). The solicitation number is N0018923QZ225. The proposed contract action is for commercial Services. The NACIS code is 485999, and the Small Business Standard is $19 Million. This action will result in a Firm-Fixed-Price (FFP) contract. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia contracting office intends to solicit the instant RFQ via other than full and open competition. The proposed acquisition is to acquire automated toll services for an existing E-ZPass account for Government owned vehicles in support of Navy Talent Acquisition Group (NTAG) Empire States local recruiting mission requirements. NTAG Empire States area of responsibility includes parts of New York and New Jersey. NTAG recruiting personnel are required to travel significant distances within this area in the performance of their official duties, which includes the use of New York and New Jersey highways and interstates, many of which charge tolls. NTAG Empire State requires toll payment services in order to complete mission requirements. This procurement will be processed on a sole source basis. The sole source firm is City of New York (CAGE code: 074S4), doing business as MTA Bridges and Tunnel. The firm is a Local U.S. Government Entity. Quotes are requested only from MTA Bridges and Tunnel. E-ZPass automated Toll Services are needed because of local recruiting mission requirements. NTAG Empire States area of responsibility includes parts of New York and New Jersey. NTAG recruiting personnel are required to travel significant distances within this area in the performance of their official duties, which includes the use of New York and New Jersey highways and interstates, many of which charge tolls. NTAG requires toll payment services in order to complete mission requirements. E-Z pass services fits into the Navys mission for the following reasons: efficiency, cost management, flexibility and mobility, and time savings. MTA Bridges and Tunnels is a division of the Metropolitan Transportation Authority (MTA) in New York, responsible for operating and maintaining several major bridges and tunnels in the New York City metropolitan area. As such, MTA Bridges and Tunnels is the sole authority overseeing the operation of the following transportation facilities in which NRC recruiters have to travel in order to reach their destination. These included the Robert F. Kennedy Bridge, Throgs Neck Bridge, Bronx-Whitestone Bridge, Verrazzano-Narrows Bridge, Marine Parkway-Gil Hodges Memorial Bridge, Cross Bay Veterans Memorial Bridge, Henry Hudson Bridge, Queens Midtown Tunnel, and Hugh L. Carey Tunnel,, etc. MTA Bridges and Tunnels collects tolls using various methods including E-Z Pass network in order to operate their toll system, which allows account holders to pay tolls at an expedited rate, reducing travel times, and provides discounts up to 50 percent to account holders on tolls compared to those paying with cash in the range of ($5.09 - $20.35). Toll rates are established through a combination of legal and regulatory processes and can vary depending on the jurisdiction in has the power to establish and adjust toll rates within certain parameters set by law or regulation. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES FOR OTHER THAN MTA BRIDGES AND TUNNEL. However, interested parties may identify their interest and capability to respond to this requirement no later than the closing date of this solicitation. A determination not to compete this requirement further, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. All responsible sources may submit a quotation which shall be considered by the agency; however, only quotes meeting the CNRCs requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. See the attached document for quote submission information. Line Items: 0001 - Base - FFP - Base-Automated Toll Services - 6 months 1001 - Option 1 - FFP - Option I-Automated Toll Services - 6 months 2001 - Option 2 - FFP - Option II-Automated Toll Services - 6 months 3001 - Option 3 - FFP - Option III-Automated Toll Services - 6 months Delivery/Performance Information: The resultant contract will contain a 6-month base period, antipcated to begin on 5 November 2023. The contract will also contain three (3), six-month option periods thereafter pursuant to FAR 52.217-9. If all options are exercised, the coverage period of the contract will be 5 May 2025 through 4 November 2025. Delivery/Inspection: FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government point of contact for delivery will be determined prior to award. Clauses/Provisions: The following provisions and clauses apply to this solicitation: - 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services - 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services - 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. If the provision is completed within the quoters SAM registration, the quoter should state so in their quotation. See the attached document for additional contract clauses and contract requirements determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. System for Award Management (SAM): Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. This solicitation will close at 3:00 PM ET on 21 July 2023.
