Description

Skill Attainment Model: �This is a requirement for a custom-build software application that will be catered specifically to the 80 FTW's needs. It will be both a software application as well as the documentation that will show how pilot training can be made more efficient. �The benefit of this type of modeling allows the command to train to flight competencies in the correct medium while reducing cost of actual aircraft flight time thus saving flight hour dollars and preserving aircraft readiness and lifecycle expenditures required to meet the mission of training pilots. AETC currently owns the Executive Decision Model and the Lifestyle Enhance Decision Software both of which are built with Lone Star Aerospace�s proprietary TruNavigator Model Builder, modeling and simulation software. The Skill Attainment modeling addition requested for ENJJPT can only be completed by Lone Star Analysis as it requires software spiraling in the TruNavigator environment. Full and open competition at this juncture would result in an unrecoverable interruption of service for the 8o FTW Force as a new vendor would be required to research, program, and populate the data contained within EDM and completely develop a Skill Attainment model vice. These skill attainment models have been developed and deployed over a period of 12 years with millions of dollars invested. This will orally be solicited and awarded as a sole source requirement.
